Project Summary: The applicant wishes to construct a new 10-slip docking facility for employee use and is applying for a permit to do so. Field Investigation Report: Weyerhaeuser Tract Page 2 9. Narrative Description: The property is located in Merritt at the end of Weaver Camp Road (SR 1333), Pamlico County. The parcel is a 4.05-acre tract adjacent to Swindell Bay on the Bay River. This site is undeveloped. The adjacent properties are a pine plantation and a commercial camp ground. There is a residential subdivision and 4-slip docking facility proposed on the neighboring property to the west. The average elevation of the high ground of the parcel is +4' above normal water level. Vegetation on this particular tract is comprised of pine trees, Section 404 Wetlands, and the majority of the parcel is Coastal Wetlands. This tract has approximately 140' of continuous shoreline along Swindell Bay. Immediate offshore water depths adjacent to the tract range from about -4' to -6' nwl. The subaqueous substrate is firm without shell. This waterbody is about 1,000 feet across at this location. These waters are classified as a Primary Nursery Area and there is no submerged aquatic vegetation present. This area is closed to shellfish harvest and is classified as SC; Sw, Nutrient Sensitive Waters. There is not a defined channel in the immediate vicinity of the project area. 10. Proposed Development: The applicant wishes to construct a new 10-slip docking facility adjacent to Swindell Bay for use by the company's employees. The fixed pier will be 6' wide and 866' long traversing through coastal wetlands and extending out into Swindell Bay. There will be one perpendicular fixed platform to support the ten slips. This platform will be 6' wide and 136' long. This platform will support six finger piers and five tie pilings to define the ten slips. Each finger pier will be 6' wide and 20' long. These slips can support vessels up to 30' long. These ten boat slips will be in a water depth of approximately -5.5' nwl. This docking facility will extend 200' waterward of the coastal marsh. There is no other associated development proposed. 10. Anticipated Impacts: The docking facility is proposed to encroach on an adjacent riparian property setback. The docking facility will usurp 21,000 square feet of public trust waters and shade 4,374 square feet of coastal marsh. It will shade 132 square feet of Section 404 Wetlands and 120 square feet of high ground. The docking facility will have 1,536 square feet of platform area along 140' of shoreline. This dock will extend 200' waterward into a 1,000' wide waterbody. There is not a defined channel in the immediate vicinity. The waters of Swindell Bay are classified as SC, Sw Waters and are designated as a Primary Nursery Area. Water depths in the immediate area range from -4' to -6' nwl. These waters are closed to the harvest of shellfish and there are no beds of submerged aquatic vegetation present. The private dock will provide access to the Weyerhauser property from Swindell Bay and the Bay River. The new boardwalk will extend approximately 760 feet from the upland on the south side of the parcel to the edge of the coastal marsh. The dock will extend an additional 106 feet from the Normal High Water elevation. The Weyerhauser property is located within the Neuse River Basin. Avoidance and Minimization The proposed 10-slip dock and boardwalk will be constructed at least 3 feet above the coastal marsh to avoid shading impacts to coastal wetland vegetation. The limits of the Section 404 wetlands have been approved by Tracey Wheeler of the U.S. Army Corps of Engineers. The Jurisdictional Determination is attached. Water depths range from 4.7 feet to 5.7 feet. No impacts to submerged aquatic resources should result from this project based on identified water depths provided by the applicant. The dock will not provide fueling facilities. Project Impacts The proposed development plan will have no impacts on jurisdictional wetlands or stream channels.
