PROJECT SUMMARY: The applicant proposes to construct a boat ramp that will extend waterward from an existing bulkhead into the Albemarle Sound. Larry Wise Field Investigation Report Page 2 Project Setting The site of the proposed development is a 21,000 SF Lot located at 296 Griggs Acres Drive (SR 1163) within the Griggs Subdivision in Point Harbor, Currituck County adjacent to the Albemarle Sound. The shoreline of the property is approximately 100' long and bulkheaded. An old partial non- functioning remnant breakwater or bulkhead exists approximately 20' to 35' waterward of the bulkhead as well as a 6 piling 18' x 3' boat slide that extends waterward from the top of the bulkhead. The elevation of the property is approximately +5 feet above normal water level (NWL) at the bulkhead and slopes to approximately +8 feet 50' landward of NWL. Structures within the upland area include a single family residence, a dirt driveway and two sheds. According to the USDA's Natural Resources Conservation Service's Web Soil Survey, the soil on the property is made up of conetoe loamy sand and is vegetated with mowed lawn grasses, ornamental bushes, loblolly pines (Pinus taeda), and various upland deciduous trees and bushes. Based on available information, there appears to be no archaeological sites on this property; however, site # CK3 is located approximately 2,000' to the southeast and site # CK42 is approximately 5,334' to the northwest. The adjacent property to the northwest contains a single family residence, a bulkheaded shoreline with a 70' pier with a platform and boatlift. An old non-functioning remnant breakwater or bulkhead also exists waterward of this property. The adjacent property to the southeast contains a single family residence, a bulkheaded shoreline with a 50' pier with a platform and boatlift. The Division of Environmental Management classifies the waters within this area of the Albemarle Sound as SB and it is open to shellfish taking. The width of the Albemarle Sound at this site is greater than 5 miles. Water depths were field verified and found to be approximately -2.5' below NWL along the bulkhead and gradually reached a depth of approximately -4' below NWL 40' waterward of NWL. The bottom substrate is made up of fine sand. Due to water turbidity, Submerged Aquatic Vegetation (SAV) could not be determined to be present visually; however, the substrate was raked within the development area and only three strands of eurasion water-milfoil (Myriophyllum spicatum) were found. Development Proposal In order to provide boat access to the Albemarle Sound from his property, the applicant proposes to construct a pile supported wooden boat ramp that will extend 40' waterward from the top of the existing bulkhead and will have a width of 10'. The proposed positioning will place the ramp approximately 35' from the northwest property line and 55' from the southeast property line. A Larry Wise Field Investigation Report Page 3 Anticipated Impacts The construction of the proposed boat ramp will result in the shading of 400 SF of shallow water habitat within the Estuarine Waters and Public Trust Area AEC's. Submitted by: Ron Renaldi Date: April 17, 2009 OTHER REQUIRED INFORMATION The purpose of the proposed project is to build a ramp from the top of the bulkhead that goes down into the water in order to enable the landowner and his guests to move a boat on a trailer into the water with less effort. In years gone by, the sand was piled high enough that the boat could be eased over the bulkhead for the three or four feet and then moved out into the water but erosion has eliminated the beach and so the purpose of this development is strictly for moving a small motorboat (about 17 feet) and various canoes into the water by the landowner who is not as strong and agile as he used to be; nothing more. No motor vehicles will be driven onto the ramp and all of the boats have their own individual trailers.
