Subject: Request for the use of a NW 14 for Bridge replacement # I on NC 45/99 in

This is a request from the North Carolina Department of Transportation for the use of a NW 14
permit for the replacement of Bridge # 1 on NC 45/99 in Washington County. The existing bridge was built
in 1956 and consist of 3 spans that total 56 ft. in length. The bridge is supported on timber piles and girders,
with concrete caps and deck. The existing bridge is at the end of its expected life span and replacement will
maintain safe travel along NC 45/99. This bridge will be completely removed, following NCDOT
guidelines for bridge removal. The proposed replacement structure is a corrugated aluminum alloy pipe
with aluminum headwalls. The culvert will measure 20' 1" wide X 12' 3" high X 64' in length. The
proposed pipe will be buried 1 ft. below the canal bed as shown on the provided drawings. The project will
not have any wetland impacts and will impact 64,ft. (512 sq. ft.) of open water canal. During the project
construction it is anticipated that dewatering of the site will be necessary. NCDOT will follow all
guidelines within the NW 14 permit and DWQ certification for dewatering activities. Permit drawings, a
site location map, and site photographs are included in this letter. If you need any additional information or

application:
Existing bridge was built in 1956, has timber caps, piles and support deck. The structure spans a agricultural drainage
canal, with a active channel that is approximately 6-10 ft. wide. NC 45/99 asphalt roadway is approximately 20 ft. wide
and the intersection of SR 1128 with NC 45/99 is directly south of the bridge structure. There is an adjacent home and
church property. The surronding landuse is agriculture with rural residential homes.

Replace a deteriorating bridge structure to maintain travel along NC 45/99
3e. Describe the overall project in detail, including the type of equipment to be used:
Replace the existing 54 ft. bridge with a Corrugated Aluminum Arch Pipe that is 20' wide X 12' hieght X 64 in length. This
will involve the entire removal of the bridge structure, including pilings and headwalls. The new structure will be placed in
the stream channel and buried 1 foot below the stream bed. The pipe has been hydraulically sized to convey highwater
flows expected in this drainage canal. The pipe will be backfilled with appropriate fill material and the roadway rebuilt to
maintain travel along NC 45/99.

The culvert was appropriately sized by a hydraulic engineer for the drainage area, (which took into consideration pipe
burial below the stream bed to allow for aquatic invertebrate and fish passage. The minimum length was placed in the
channel to allow for safe roadway design.
