This inspection consists of(1) a review of the permit and accompanying documentation to determine compliance with permit conditions,and (2)an on-site inspection of several collection system components.Observations and conclusions for each condition evaluated are stated in the following report,and a summary is attached for your records. Summary of Noncompliance This report identifies noncompliance with the following items: 1. Educational fats,oils and grease material distribution. 2. Pump station alarm. Please see the summaries below for further details.Additionally, please see the items marked "conditionally compliant"for further requested action. Requirements—As Specified by 15A NCAC 02T.0403 1. (a)(1): Requires the sewer system to be effectively maintained and operated at all times to prevent discharge to land or surface waters, and to prevent any contravention of groundwater standards or surface water standards. Summary- No overflows or bypasses have been reported in the last three years and you said that none have occurred.You stated that there was one recent incident where both pumps in the pump station failed, but you were able to get a sewage hauler out before it overflowed. Compliance Status: Compliant 2. (a)(2): Requires a map of the sewer system to be developed and actively maintained. Summary:You did not have the map available during the inspection. However,the previous inspection noted that an adequate map was available. (a)(3): Requires an operation and ma ntenance plan including pump station inspection frequency, preventative maintenance schedule, spare parts i ventory and overflow response to be developed and implemented. Summary:Again,the previous inspe tion noted that an operation and maintenance plan had been developed, but it was not available for review daring the inspection. Please ensure that a plan has been developed,and have the plan available for review during subsequent inspections. Compliance Status:Conditionally Compliant 4. (a)(4): Requires pimp stations that are not connected to a telemetry system to be inspected every day(i.e. 365 days per year), and pump stations th t are connected to telemetry to be inspected once per week. Summary:'There is one pump statin in the collection system,which you or a nearby resident check every day. The inspections are documented in a calendar along with any other relevant notes.Calendars were available for the previous three years. Compliance Status:Compliant 5. (a)(5): Requires high-priority sewers to be inspected at least once every six months and inspections to be documented. Summary:The high priority sewer is visible from the pump station.You said you check this every day during the pump station inspection. Compliance Status: Compliant 6. (a)(6): Requires a general observation of the entire sewer system to be conducted at lea'st once per year. Summary: Please be sure to conduct and document a general observation of the entire collection system at least yearly.You said that the entire system was readily observable. Compliance Status: Conditionally compliant 7. (a)(7): Requires overflows and bypasses to be reported to the Division regional office in accordance with 15A NCAC 02B 0506(a), and public notice to be issued in accordance with G.S. 143-215.1C. Summary:As stated above,there have not been any recent sewer overflows at this collection system.You may wish to review the requirements in 15A NCAC 02B .0506(a) and G.S. 143-215.1C to ensure you are fully familiar with all requirements. When reporting SSOs to DWR,you ust call the Winston-Salem Regional Office at 336-776-9800 during normal business hours. If outside normal b siness hours,you must report the spill to the NC Division of Emergency Management at 1-800-858-0368. PI ase note that all reportable SSOs must be reported within 24 hours of the occurrence,or first knowledge, of the SSO. Please also note that voice mail or faxed messages are not considered as the initial verbal report.You must talk to and report the spill to a live person. Compliance Status: Compliant 8. (a)(8): Requires a Grease Control Pr gram to be in place as follows: a. For publicly owned collection systems,the Grease Control Program shall include at least bi-annual distribution of educational materials for both commercial and residential users and the legal means to require grease interceptors for new construction and retrofit,if necessary,of grease interceptors at existing establishments.The plan shall also include legal means for inspections of the grease interceptors,enforcement for violators and the legal means to control grease entering the system from other public and private satellite sewer systems. "Note—not applicable to this permit'. b. For privately owned collection systems,the Grease Control Program shall include at least bi-annual distribution of grease education materials to users of the collection system by the permittee or its representative. c. Grease education materials shall be distributed more often than required in Parts(A) and (B)of this Subparagraph if necessary to prevent grease-related sanitary sewer overflows. Summary:You said that you'll hand out grease material to residents occasionally, but there is no system to distribute the material to all residents every 6 months. Please distribute educational grease material to all residents at least every 6 months,and document the distributions. Compliance Status. Not compliant 9. (a)(9): Requires that rights-of-way and easements are maintained in the full easement width for personnel and equipment accessibility. Summary: Rights-of-way appeared well maintained during the inspection. Compliance Status:Compliant 10. (a)(10): Requires documentation to be kept for subparagraphs(a)(1)through (a)(9)of this Rule for a minimum of three years with exception of the map,which is required to be maintained for the life of the system. Summary: Please see the summaries above regarding the system map and operation and maintenance plan. Compliance Status:Conditionally compliant Site Inspections 1. The main pump station was inspected and the following items were noted: a. A visible, permanent sign should be placed at the pump station with emergency contact information and instructions to call if an alarm is apparent. b. The electrical box was replaced at some point after the previous inspection, and the station no longer had an audio alarm.You said you would have one installed. c. One pump has been out of service since the beginning of the year.You said you were working with Charles Underwood, Inc.to get a replacement pump and to rebuild one of the pumps that went out to keep it as a spare. 2. The high priority line was inspected and appeared to be in good condition. Routine Inspection Summary Mr McPherson said he hands out an educational grease flyer every once in a while when he sees the tenants I told him that the material needs to be distributed twice per year and the distributions documented.We discussed ways to achieve compliance with this condition. Mr. McPherson keeps records of his inspection and maintenance activities in a calendar. He did not have other documentation available during the inspection-namely, a map or O&M plan. He said he may have them at home.The previous inspection did note that a satisfactory map and O&M plan were available. He did have calendars documenting daily activities going back several years. The electrical box was replaced since the last inspection.The current box does not have an audio alarm. Mr. McPherson said he could have one installed. Mr. McPherson said he could contact a septic hauler if an alarm sounded, and they could respond before the station would overflow. He also said that the second pump has been out of service since lust before Christmas. According to Mr. McPherson, both pumps went out shortly after each other. One was replaced, but he was waiting for the second one to be replaced. One of the old ones would also be rebuilt and kept at a shop as a spare. He said he'd been in contact with Charles Underwood, Inc to complete the repairs. Notes were documented in his logbook. . Page 6
