Reidsville Wastewater Treatment Plant
Dear Mr.Mitchell:
The Division is processing Reidsville WWTP's NPDES permit and additional information is required to
complete the renewal. In accordance with N.C.G.S. 143-215.1, 15A NCAC 2H.0105, and 40 CFR
122.21(g)(13),please provide the following information to the NPDES Complex Permitting Branch
within 30 days:
1. A compliance schedule which includes the month/year the Wastewater Treatment Plant will
achieve compliance with the 1,4-dioxane monthly average effluent limitation of 4.7 µg/L. The
compliance schedule shall include submission of a corrective action plan and annual milestones
toward meeting compliance with the limit.An example of such a schedule was provided by Mr.
Gary Perlmutter to Mr.Ben Bani in an email sent on March 16, 2018. The email is attached for
your reference. Please note federal regulations require a schedule of compliance leading to
compliance to be as soon as possible.

Please let me know how long a compliance schedule you would like. I'd also appreciate any source information you may
have (e.g.,which industrial users or industry types)so we can have a better idea what industries or source types
discharge 1,4-dioxane within North Carolina.

Dear Ben and Ralph,
We have reviewed your 1,4-dioxane data so far submitted and feel ready to move forward with inserting a limit of 4.7
ug/L to your permit. With this limit,we are open to a compliance schedule (e.g.,about 3 yrs)with annual
milestones. Below is draft wording of a compliance schedule.
A. (9.) SCHEDULE OF COMPLIANCE FOR 1,4-DIOXANE LIMITATIONS
[G.S. 143-215.1(b)]
1. Within one (1) year from the effective day of the permit, the Permittee shall submit to the Division of
Water Resources a Corrective Action Plan summarizing the strategy or actions to be taken to achieve
compliance with the 1,4-Dioxane limitations listed in Section A. (1.), which includes specific dates for
completion or implementation of each action.
2. Within two (2) years from the effective date of the permit, the Permittee shall submit a report to the
Division summarizing actions taken during the previous year to achieve compliance with the 1,4-Dioxane
limitations. The actions shall be in accordance with the Corrective Action Plan submitted and approved
by DWR.

Upon approval of the Corrective Action Plan by the Division, the report and actions become an enforceable part of this
permit.Any modifications to the schedule shall be requested to the Division at least ninety (90) days before the
deadline.Modifications to the schedule in excess of four(4)months will be subject to public notice.
Corrective Action Plan and Reports shall include the owner's name,NPDES permit number and Permittee contact person,
and shall be submitted to:
