On March 19, 2009, the North Carolina Division of Water Quality (Division) received your application for a 401 General Water Quality Certification to impact 120 linear feet of stream for construction of the Phase 4A Sewer Extensions Contract 2 in Trinity NC in Randolph County. Additional information is required in order that we may determine your project's compliance with 15A NCAC 2H.0500. The Division will require this information in order to process your application to impact protected wetlands and/or streams on the subject property. Therefore, we will place this project on hold as incomplete until we receive this additional information, and if we do not receive the additional information requested below, we will have to move toward denial of your application as required by 15A NCAC 2H.0506. Please provide the following information so that we may continue to review your project. 1. For both projects please provide a detail showing restoration of temporary crossing areas. The detail should include clear instructions that indicate riprap is to be removed and/or reinstalled to below the water level and sunk into the stream bed. The Division prefers that natural matting material be used where appropriate. 2. For Contract 3: The crossing at station -28+50 crosses two channels at the confluence. In addition, the crossing may not be perpendicular to one or both streams. The confluence of two streams is a difficult crossing to restore naturally and ensure stability. The Division would prefer to see two perpendicular crossings, one of each channel, or realignment of the sewer line so that it only crosses one channel if at all possible. If not possible, please show what other alignments you analyzed at and why they were unacceptable. 3. For contract 2: It appears there is a road/drive with a culvert within the area of station 62+60. The Division would prefer a crossing in the vicinity of the pipe rather than in an undisturbed area closer to the wetland. Have alternative alignments been investigated within this area? C. Division of Water Quality, Wetlands/401 Certification Unit, 1650 Mail Service Center, Raleigh, NC 27699-1650. If you will not be able to provide the requested information within that timeframe, please provide written confirmation that you intend to provide the requested information, and include a specific timetable delineating when the requested materials will be provided. If we do not hear from you in 30 calendar days, we will assume that you no longer want to pursue this project and we will consider the project as returned. This letter only addresses the application review and does not authorize any impacts to wetlands, waters or protected buffers. Please be aware that any impacts requested within your application are not authorized (at this time) by the Division.
