Dear Mr. Swain:
On April 7, 2009 I inspected the construction work on the US Highway 19/19E project in Madison and Yancey
Counties. Major grading, culvert extension and bridgework are underway along the entire length of the
project. The project appears to be in good condition and no problems were observed.
The Division of Water Quality continues to have concerns about sediment and turbidity in streams from the
construction areas. Please continue to ensure that all sediment and erosion control structures are maintained
and that seeding and mulching are performed as required to protect State surface waters.
Also, please refer to the attached inspection report for any specific items noted during the inspection.

I. Heavy grading and construction work is taking place along the entire length of the project.
2.Construction work includes bridge construction, culvert extension, Fill and borrow.
3.Observations-Work appears to be progressing. Grass has started to grow along stream relocation
sites.
4.Please continue to ensure that all sediment and erosion control devices are maintained and working
properly.
5.As a reminder the streams on the Madison County construction area are classified as High Quality
Waters and all measures necessary to protect State surface waters should be employed.
