No. Federal Permit Kequired? B-5322 4603G.1.1 BRZ-1343(3) County: DocuJnent.• Funding: Person PCE ❑ State Federal Yes ❑ No Permit Type: NWP ProjectDescriptlon: NCDOT intends to replace Bridge No. 51 on SR 1343, John Brewer Road, over Richland Creek, just east of Hyco Lake. The proposed project would replace the esting structure in the same alignment with small easements that extend outside of existing right-of-way (RO for new cut-and-fill lines. Preliminary designs that were submitted with the request for archaeological review indicate that the project is roughly 574 feet (nearly 175 meters) long. For the purposes of the archaeological review, an area of potential effects (APE) that encompasses existing ROW and proposed easements illustrated in preliminary plans will be considered. This area is estimated at .9 acre (slighdy over .36 hectare). SUMMARY OF CULTURAL RESOURCES REVIEW Briefdescription ofrevrewactivrties, results ofreview, and conclusions: The review of the site maps and files archived at the North Carolina Office of State Archaeology (OSA) was conducted on February 2, 2017, by NCDOT archaeologist, Brian Overton. No previously recorded archaeological resources are located within the proposed APE and no previously identified archaeological sites have been recorded within .5- mile of the proposed project. An archaeological review of Bridge No. 50, which is located roughly 1000 feet west of Bridge No. 51, was undertaken on March 4, 2016 by NCDOT archaeologist, Caleb Smith (I'A No. 16-01-0025). That examination of the associated proposed APE (estimated at 1,800 feet long and 200 feet wide, centered on the bridge) resulted in a determination that no archaeological survey was required for the landforms within the project area. An archaeological survey was undertaken on Bridge No. 11 over South Hyco Creek, located appromately 2.3 miles south of Bridge No. 51 (I'etersen 2009). That survey did identify one small lithic scatter on the uplands overlooking the drainage (31PR137), though that site was not considered to be archaeologically significant. An examination of the data presented on the North Carolina State Historic Preservation Office HPOWEB GIS Service (htt://gis.ncdcr.gov/howeb/) reveals no historic properry locations within .5-mile of the proposed project. No previously documented cemeteries are located within the same radius. An examination of soils in Person County presented on the National Resources Conservation Service Web Soil Survey (htt://websoilsurvev.nres.usda.gov/a/WebSoilSurvev.asx) indicates that the following soil rypes fall within the delineated APE: Codorus and Hatboro soils, 0 to 2 percent slopes, frequendy flooded (CoA); and Siloam loam, 15 to 45 percent slopes (SmF. No further archaeological investigations are required for the project within the area established as the current APE. Should the project expand outside the archaeological APE, as defined herein, further consultation will be necessary. "No ARCHAEOLOGYSURVEYREQUIRED " form for the Amended Minor Transportation Projects as Qualified in the 201 S Programmadc Agreement. 1 of 3 Project Tracking No.: 1%-1-g BrlefExplanatlon ofwhy the avallable informatonprovides a reliable basis forreasonablypredicting that there are no unidentl&ed historic properties in the APE: While archaeological investigations like the one undertaken at Bridge No. 11 illustrate that upland areas surrounding the Piedmont drainages in Person County were undoubtedly utilized prehistorically, these areas have often been subjected to post-depositional disturbances related to landscape development (c£ Ward and Trinkley 197. The current APE is clearly dominated by significandy sloped landforms or frequendy flooded areas that are unlikely to exhibit evidence of past utilization. References Cited: Petersen, S.
