I apologize, but there are two additional outfalls that need to be included: there are two berm ponds that will be located north of the quarry. These ponds will collect stormwater only from the perimeter berm and will discharge to an unnamed tributary to Robeson Creek. However, these will not discharge and stormwater in contact with process areas. Do they need to be included with the permit? Sorry for the confusion. This is a very large site. To clarify, Ponds 001 and 01A do not discharge through Outfall 003 (003 is the dewatering outfall located by the quarry). Outfall 001 discharges from Ponds 001 and 01A. Meanwhile, Outfall 008 discharges from Pond 003. Both Outfalls 001 and 008 discharge to Rocky Branch and receive stormwater from the stockpile area; however, neither is sampled, as 3M uses representative Outfall 005 to characterize discharges from this area. 3M previously worked with DEMLR to determine which outfalls could be considered representative. I hope this clarifies things a bit. Please let me know if you have additional questions. I have a couple questions: New Ponds 4-9 will discharge to Stinking Creek. You have coordinates for a New Pond 1 (and I see Ponds 1 and 1A on the plans submitted). Where does this discharge? And is this considered a new Outfall 001? Bethany—Outfall 003 discharges precipitation collected from the quarry (dewatering), while the other outfalls all discharge stormwater. Descriptions for the existing outfalls include: • Outfall 002 - Spillway from stormwater pond 2 which controls stormwater runoff from the 3M manufacturing area. • Outfall 003 - Mine dewatering collected at discharge from quarry dewatering ponds 1 and 2. Outfall 004 — Stormwater discharge pipe to Rocky Branch conveys stormwater runoff from haul road. Outfall 005 - Spillway from stormwater sedimentation ponds 2 and 2A which control stormwater runoff from the overburden/mineral fines storage pile. Outfall 006 — Spillway from the stormwater pond that controls water runoff from the aggregate processing area and from Luck Stone's vehicle maintenance area. All of these are currently sampled. Bethany - I spoke with 3M, and they believe there is a chance that they could construct one of the ponds that discharge to Stinking Creek prior to the expiration of NCG02 in 2020. That said, we would like to move forward with amending the CoC. I responded to your questions below in red. 1. Will any of these discharges be considered wastewater under the NCG02 general permit? We do havesome guidance on that on our website if there's a question about it. The letter indicates stormwater, but I want to verify -especially since these new waters are water supply, and we would need to check with DWR Public Water Supply if any proposed discharges are wastewater.The discharges will not be wastewater as they will only be comprised of runoff generated from a perimeter berm or stockpiles of overburden and rock. 2. Is it possible to provide latitude/longitude coordinates for all of the outfalls (current and proposed) for this mine site? Eventually we need to add these to BIMS so the permittee can use eDMR to electronically report monitoring data. This is a good opportunity for us to take care of NCG020330. See the below tables. 3.
