Describe the existing conditions on the site and the general land use near the project at the time of this application: The project site (Tract 1), where the subdivision is to be located, has been cleared of underbrush and insignificant trees, over the years. One residential dwelling, a barn and non -jurisdictional, horseshoe shaped pond exists on the property. Wetlands and a stream can be found along the western property boundary and southwestern corner of the parcel (see Appendix A). The wetland and stream also extend into the CFPUA utility easements on the Pennington's (Tract 2) and the Ogden 12 Properties, LLC's (Tract 3) properties (see Appendix D). There appears to be an existing 8" sewer line within the easement, on the Park at Three Oaks Apartments (Tract 4). SEGi is not aware of any permits for wetland impacts being issued for that utility line. The work is proposed to take place within the CFPUA utility easement areas only. Deeded easements have been secured by the CFPUA (see Appendix B-2). Residential is the general land use in the area. 3b. List the total estimated acreage of all existing wetlands on the property: 1.46 acres (see Appendix D) 3c. List the total estimated linear feet of all existing streams (intermittent and perennial) on the property: 100 LF (see Appendix D) Catherine's Cove PCN (3/19/18) 3d. Explain the purpose of the proposed project: The purpose of the project is install and connect to an existing CFPUA water main, located within an existing CFPUA utility easement. The water line will service the proposed 35 lot, Catherine's Cove Subdivision. 3e. Describe the overall project in detail, including the type of equipment to be used: Prior to construction commencing, sedimentation and erosion control structures will be installed. Large machinery, such a backhoe will be used excavate a pit within the wetland, to install an 8" water main. The pipe will need to be buried at least 3' below existing grade. Approximately 6241 SF / 0.10 AC) of forested, bottomland hardwood forest and 45 linear feet of stream will be temporarily impacted to install the water main (see Appendix D for details). An earthen berm will hold water back in the stream, while the water main is being installed. Once work has been completed, which will be in sections, the excavated material will be put back to its original grade and contour, seeded with a wetland seed mix and allowed to revegetate naturally. The stream bed will be returned to its original grade and contour and lined with jute mat. Several coir baffles will also be installed, to lower the velocity of water in this area and to assist with the accumulation of sediments and larger debris, such as leaves, small branches, etc., which will advance the restoration of the stream bed. Excelsior matting will be used along the slopes of the banks. 4. Jurisdictional Determinations (JD) 4a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. The project was designed to avoid permanent impacts for roads and dwellings. The proposed wetland impact has been limited to the temporary impact work, within a limited amount of space. The Utility line only crosses wetlands where necessary. In addition, sediment and erosion control measures have been incorporated into the construction design to ensure sediment and/or turbid water does not discharge into adjacent wetlands. 2b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. A trench box will be used to minimize the area to be excavated, thus limiting the area of wetland impact. In addition, work within the stream will not take place within 48 hours of a rain event that is forecast to produce more than 0.50" of rain within a 24-hour period or after a rain event that produced more than 0.50" of rain within a 24-hour period. If necessary, water will be pumped into the pond, to avoid overbank flooding and silt fence will be used along the limits of disturbance, to ensure sediment does not leave the authorized impact area. Coir baffles will be installed within the stream to catch sediment, reducing the potential for it to be deposited downstream. 2.
