Hi Chris, and sorry for the delay. Generally speaking, the Q2 flow should be an
acceptable design. Our Regs. do not point to such a specific number. However, the
Special Conditions in the permit do give some limits.
Special Condition 17: AQUATIC PASSAGE: Measures will be included in the
construction/installation that will promote the safe passage of fish and other aquatic
organisms. The dimension, pattern, and profile of the stream above and below a pipe or
culvert should not be modified by widening the stream channel or by reducing the
depth of the stream in connection with the construction activity. The width, height, and
gradient of a proposed opening should be such as to pass the average historical low flow
and spring flow without adversely altering flow velocity. Spring flow should be
determined from gauge data, if available. In the absence of such data, bankfull flow can
be used as a comparable level.
In the absence of gauge data, as long as the temporary culvert passes bankfull flow, it
will meet our permit terms and conditions. As such, if the Q2 flow design passes greater
than bankfull flow, that design will meet our permit terms and conditions.

Good morning.
No additional impacts outside permitted areas—temp crossing location complies with
401 cert..
Jerry Parker just called and confirmed what I was thinking concerning temporary
crossings are acceptable @ proposed location within the permitted area
Only thin� need is clarity of desi�n storm (Q2 ?) for temp pipe crossin�s and Jerrv will
confirm with David Bailey.
Sit#7 has approximately 2 square miles drainage area upstream.
I have already requested from Contractor a submittal for review & approval of the
temporary crossing .
Will submit the approved temporary crossin� to you & David for your information .
The approved packa�e will be put with all our EC records in SharePoint for anyone to
review.

Hi Chris,
I am in the office until approximately 9:45 am. I've quickly reviewed your plans. Site 7
currently has approval for 52 LF of temp fill in a perennial stream, 501 LF of permanent
fill in a perennial stream, and 63 LF of bank stabilization, resulting in a total of 616 LF of
impacts for Site 7.
Are you requesting additional impacts to Site 7, which are not currently covered within
the current permit? If the additional impacts will not exceed your current approved
impacts, you will remain compliant with your 401 certification. I would just send you a
reminder of the conditions, to ensure continued compliance. If there is a chance that
the impacts will exceed the current approved impacts, then a 401 modification is
needed. If a modification is needed, I would like a plan sheet with the impacts shown
and the exact location of the proposed impacts.

The Prime Contractor requesting a temporary stream crossin� within the
permitted foot print. Used for clearin� equipment and transportin� materials (
Rock & Soil) — stream section of crossing is permitted to be filled in later once triple
culvert barrel ( 3@11' x 9") is constructed . Culvert plans attached.
**Options we will discuss with Contractor - Tell'lpOf 8Py bPldging OI" tel'1'1pOfaPy
plpeS CI'OSsing — both should be allowed but must comply with BMP Manual &
within permitted area where stream is permitted to be filled later. **
We are meeting with Prime Contractor about option tomorrow
(3/26/2018) @ 11AM.
The Department has allowed in the past a myriad of
temporary crossings (temporary fording, temporary piped
crossing, temporary access bridge ) within permitted areas
as lon� as it is in compliance with Best Mana�ement
Practices Manual (BMP)- see attached (Section 5.5).
Temporary stream crossings area inherent to constructing a project
while maintaining environmental excellence by providing a least
damaging approach.
The following attached to provide background information for clarity
for discussion :
1. BMP Manual (August 2003 with Agencies) —Temporary Stream
Crossin�s — Section 5.5 — 3 options outlines (PDF pa�es 96-103)
a. Option 1 by Contractor — Bridging — A quick (very rough) sketch below
of the bridging idea for your info — Contractor would submit official
details for review & approval
b. Option 2 by Contractor—Temporary Pipe Crossing (BMP Manual )- pipe
sizing to prevent overtopping @ minimum 2 year storm (Q2) required
by COE — David please confirm current requirement. That is what John
(COE) tau�ht me years a�o ( YEAR 2004).
c. Probably will require multiple pipes @ crossin� for hydraulics to
prevent overtopping @ crossing.
