The purpose of this project is to clear the Southdock channel and basin from sediment accumulation to allowfor
the safe passage of ferries to and from Southdock to Hatteras Island. Also this project will assist in protecting the
stacking lanes and hairpin curve by placing material along the shoreline.
4g. Describe the overall project in detail, including indirect imapacts and the type of equipment to be used:*
This winter season has brought multiple high wind and tide events to the coast of North Carolina that have in turn
caused major shoaling in the approach channel of the Southdock ferry basin. Recent groundings of the ferry
vessels were reported to the Marine Maintenance group which then called for the Locations and Surveys unit to
complete sounding surveys for entire area including the beach area where material will be placed. The completed
survey indicated that shoaling has caused the entrance of the channel to become very narrow, restrictive, and
unsafe for the traveling ferries.
Due to safety concerns for the traveling public, state employees, and the vessels NCDOT is requesting to remove
46,203 cubic yards of material to reach the permitted depth of 12' and to clear the entrance channel back to the
permitted width of 225'. In additional to that area NCDOT will also remove material that has accumulated along the
bulkhead inside of the basin. Current depths in these areas range from 3— 6 feet.
Material that is removed during this project will be placed on along 850 linear feet of the beach behind the parking
lanes "hairpin curve" that is used for the traveling public to be staged in while waiting to be loaded onto the
vessels. This activity was previously permitted through DCM Major Permit 224-87, National Park Service Special
Use Permit, Division of Water Resources, and the US Army Corp.
Placing material on the end of Ocracoke Island will result in the protection of the hairpin turn of the parking lanes.
The same recent storms that have caused shoaling in the ferry channel have also caused damage to the parking
lanes making some of them completely unusable.
The NCDOT Highway Division 1 has recently acquired permits to remove the broken asphalt, place sandbags
along the curved lanes, and install sheet piling. The proposed dredging project with placing the material on the
beach will assist the Highway Divisions project in providing more protective material for the road and the
sandbags.
All dredging work will be performed by the NCDOT Ferry Division Marine Maintenance crews, the 12" pipeline
Dredge Manteo, and state owned equipment such as an excavator, bulldozer, 12" HDPE pipe, tugs, and barges.
Work is anticipated to begin the second week of April 2018

Impacts will be few as the project calls for dredging in an area that has no SAV's present in either area. All material
being removed is sand.

The pipeline dredge that will be used for the removal of material does so in an efficient manner as to not impact
other areas. Placing the material on the beach is done so by placing the discharge pipe in an area where the
