Our comments on this application are offered for your consideration under provisions of the Clean Water Act of 1977 (33 U.S.C. 466 et. seq.) and Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661-667d). Wild trout will not be impacted by the project, and project activities do not need to be avoided during the trout moratorium. The application describes mechanical dredging of lake sediments during a period of lake drawdown. Sediments would be excavated with a trackhoe, placed into dump trucks, and sediments hauled to an unknown location. Lake Lure is currently drawn down. We offer the following recommendations to minimize impacts to the terrestrial and aquatic wildlife: 1. Particular care should be used to ensure appropriate sediment and erosion control during site preparation, construction, and clean up. 2. The location of the sediment spoil site should be identified and sediment and erosion control best management practices used to stabilize the soil on-site.
