Annual Report for Ash Reuse Permit WQ0000020
Dear Sir or Madam:
As specified in Condition 111.6. of Ash Reuse Permit WQ0000020, dated February 17, 2006,
records of ash utilization and representative ash analyses shall be submitted annually to the
Division of Water Quality. Enclosed are three copies of: (1) analytical data from representative
ash samples for those sources specified in the permit that used ash during 2012, and (2) ash
utilization records for projects using ash generated at PEC's Asheville and Roxboro Steam Plants.
No ash utilization projects were conducted during 2012 with ash generated at the other sources
listed in Condition 11.3.a. i.e. Cape Fear, Lee, Mayo, Sutton and Weatherspoon Steam Plants.
This submittal is made in satisfaction of all monitoring and reporting requirements specified in
Conditions 111.2, 111.3, 111.4 and 111.5. of the above -referenced permit.
The Asheville Steam Plant provided ash for fill projects at the Asheville Airport which have
groundwater monitoring wells associated with them. Groundwater results for calendar year
2012 at Area I review boundary wells and background well showed the following: MW -1A and
MW -2A had pH outside the range of 6.5 to 8.5 for both events (April and November); MW -5 had
chromium and iron above standard during one event and manganese above standard and pH
was outside the range of 6.5 to 8.5 for both events; the background well MW -4A had iron and
manganese above the standard for both events while pH was outside the range of 6.5 to 8.5 for
both events.
Groundwater results for calendar year 2012 at Area IV review boundary wells and background
well showed the following: MW -2 had iron above standard for one event and pH outside the
range of 6.5 to 8.5 for both events (April and November); MW -5 and MW -7 had pH outside the
range of 6.5 to 8.5 for both events; MW -5D and MW -6 had iron above standard for one event
and pH outside the range of 6.5 to 8.5 for both events; MW -9 had chromium, iron and
manganese above standard for one event and pH outside the range of 6.5 to 8.5 for both
events; the background well MW -1A had chromium and iron above standard for one event,
manganese above standard for both events and pH outside the range of 6.5 to 8.5 for both
events. The form'DMSDF' for the Asheville Steam Plant has been marked as 'compliant' during
calendar year 2012 with all conditions of the permit as PEC does not believe that a
contravention of the groundwater standards occurred at these fill sites.
