As previously discussed, the ONWASA-owned wastewater treatment facility (WWTP) at
Summerhouse at Everett Bay (Summerhouse) cannot be operated due to low -flow conditions as
currently there are only 6 homes and a community clubhouse that have been constructed in the
development. The recommended minimum flow to start-up and operate the facility, located in
Holly Ridge, NC, is 30,000 gallons of wastewater per day (gpd). It should be noted that
ONWASA is working towards completing upgrades to the WWTP in anticipation of operating
the facility in the future.
Since the initial pump and haul permit for this development was issued (Permit No.
WQ0029945) in September 2012, it was discovered that additional pump and haul locations
inside the development would be necessary in order to collect and properly treat all of the
wastewater being generated. As a result, ONWASA is requesting permission to modify the
existing permit to add these new locations.
The proposed operation will now consist of pumping and hauling from existing Summerhouse
Pump Station Nos. 2, 3, and 4, and discharging the wastewater into an existing manhole adjacent
to the intersection of Jenkins St. and Crawford St. in the Town of Holly Ridge, NC. From that
point, the wastewater will be conveyed to the Holly Ridge Wastewater Treatment Facility. With
the exception of adding Pump Station Nos. 2 and 3 as additional pump and haul points,
essentially nothing is changing from the previously permitted arrangement.
Due to the volume of inflow/infiltration (1/I) in areas of the Summerhouse collection system,
ONWASA is planning to plug off certain areas, upstream of the homes contributing wastewater
to the system, in an effort to reduce the total volume to be pumped and hauled. Once the areas of
the collection system to be plugged off are determined, ONWASA will forward a map
illustrating the plug locations to NCDENR. If a home is constructed in the future in an area that

has been plugged, the applicable plug(s) will immediately be removed and said home's
wastewater will become tributary to its respective pump station.
For this modification we are requesting the maximum volume of wastewater that the Holly Ridge
WWTP ORC has agreed to accept, therefore, we do not anticipate additional flow from future
homes to exceed the requested volume of 80,000 gpd. It should be noted that ONWASA has
contracted a local pump and haul company to assist with our efforts at Summerhouse, therefore,
our combined total capacity to pump and haul actually exceeds the accepted volume from the
Holly Ridge WWTP. However, the 80,000 gpd will not be exceeded.
To address your questions from the Notice of Deficiency (NOD -2012 -PC -0286), dated
November 1, 2012, unfortunately, ONWASA does not have authority to mandate where new
homes are constructed in Summerhouse. Therefore, if a home is constructed tributary to Pump
Station No. 1, there would have to be an additional permit modification to include Pump Station
No.1 as a pump and haul location. It should be noted that we are not aware of any homes
currently under construction in the development.
ONWASA is submitting for your review and approval the following information in support of
the application for revision of Pump and Haul Permit No. WQ0036136 for the subject project:
• One (1) original and one (1) copy of the revised Domestic Wastewater Pump and Haul
Application form
• Application fee check in the amount of $1,310.00 made payable to NCDENR for the
major permit modification as the flow being requested now exceeds 10,000 gpd
• Letter of flow acceptance from the ORC of the receiving facility
• Letters from the haulers stating their capability and willingness to perform the pumping
and hauling

PUMPING AND HAULING
PART GENERAL
1.1 SUMMARY

1.2 SUBMITTALS
A. CONTRACTOR to submit a complete and detailed pump and haul plan to the ENGINEER for
review, prior to commencement of Work in this Section.
1.3 RESPONSIBILITY FOR OVERFLOWS AND SPILLS
A. It shall be the responsibility of the CONTRACTOR to schedule and perform his work so as to
result in no overflows or spills of sewage or combined sewage from the system.
B. In the event of overflows caused by the CONTRACTOR's work activities, the CONTRACTOR
shall immediately take appropriate action, in accordance with the OWNER's SSO Emergency
Response Plan and all applicable regulatory requirements, to contain and stop the overflow,
clean up the spillage, disinfect the area affected by the spill, and notify OWNER immediately
upon first knowledge of overflow event.
C. CONTRACTOR will indemnify and hold harmless the OWNER for any fines or third -party
claims for personal or property damage arising from a spill or overflow that is fully or partially
the responsibility of the CONTRACTOR. Should fines subsequently be imposed, as a result of
any overflow for which the CONTRACTOR is fully or partially responsible, the CONTRACTOR
shall pay all such fines and all of the OWNER's legal, engineering, and administrative costs in
defending such fines and claims associated with the sanitary sewer spill.
PART2 PRODUCTS
2.1 EQUIPMENT
A. Truck -Mounted Pump and Haul Equipment Shall Include:
2400 gallon debris body capacity (ONWASA's Vacuum Truck)
7500 gallon capacity (Contract Hauler)
4000 gallon capacity (Contract Hauler)
PART 3 EXECUTION
3.1 GENERAL
A All materials used for wastewater flow control shall be pre -approved by the ENGINEER prior
to commencing wastewater flow control activities.
B. All pipe materials utilized in wastewater flow diversion during construction shall be in good
condition, and free of defects, and leaks. Any defective material shall be replaced by the

CONTRACTOR at no cost to the OWNER. Upon completion of the job, pipe materials shall be
removed from the site.
3.2 FLOW CONTROL PRECAUTIONS
A. The CONTRACTOR shall be responsible for taking sufficient precautions to protect public
health. The sewer lines shall also be protected from damage. The following shall apply:
1. No wastewater shall be allowed to back up into any homes or buildings.
2. No wastewater shall overflow any manholes, cleanouts, or any other access to the
sewers.
3. Users upstream of the pump and haul area shall be able to use all their water and sewer
utilities without interruption.
B. Any sump pumps, bypass pumps, trash pumps, or any other type of pump which pulls
wastewater or any type of material out of the manhole or sewer shall discharge the material
into another manhole, or appropriate vehicle or container approved by the ENGINEER. Under
no circumstances shall this material be discharged, stored, or deposited on the ground, swale,
road, or open environment.
C The CONTRACTOR shall take appropriate steps to ensure that all pumps, piping, and hoses
that carry raw wastewater are protected from traffic.
D. If during the execution of the Work any raw wastewater is spilled, discharged, leaked, or
otherwise deposited in the open environment, due to the CONTRACTOR's work, the
Contractor shall be responsible for any cleanup of solids and stabilization of -the area affected.
This work shall be performed at the CONTRACTOR's expense with no additional cost to the
OWNER. The CONTRACTOR shall also be responsible for notifying the OWNER's sewer
system maintenance personnel and complying with any and all regulatory requirements for
cleaning up the spill at no additional cost to the OWNER.
E. The CONTRACTOR shall take proper precautions to prevent damage to existing sanitary
sewer facilities, flooding, or damage to public or private property.
F. The CONTRACTOR shall make repairs or replacements or rebuild such damaged section or
sections of existing sewers, as directed by the ENGINEER. All such repairs, replacements,
and rebuilding shall be paid for by the CONTRACTOR.
G. The CONTRACTOR shall make such provisions as are necessary for handling all flows in
existing sewers, connections, and manholes by pipes, flumes, or by other approved methods
at all times, when his operations would, in anyway, interfere with normal functioning of those
facilities.
H. The CONTRACTOR shall be responsible for the removal of any debris and sedimentation in
the existing sewers, laterals, and manholes, etc., which is attributable to his work under this
Contract.
All operations shall be performed by the CONTRACTOR in strict accordance with OSHA and
any other applicable safety requirements Particular attention is directed to safety regulations
for entering confined spaces.
