Thank you for meeting with us over the phone a couple of weeks ago to walk through the Park 1764 Off-Site Sewer
Permitting. Per our discussions, attached is the Masterplan of the proposed Park 1764 Business/Industrial Park and the
updated the PCN Application to indicate the Nationwide Permit Number 39. Please also see my responses to your
comments below in BLUE.

Ok, your plans are still not clear. Figure #6 (8 ½ X 11) and sheet C500 of the plan sheets. Figure 6 does not show the
stream at the very bottom of the project area (the Margaret Lutz Heirs property). Does the new sewer line cross this
stream? C500 states existing line and existing wetland and then shows the sewer line crossing this stream. Yes, the
proposed sewer line does cross this stream. Figure 6 does not show this stream as it was outside of the Margaret Lutz
Heirs property, which was the extent of the scope for the ECS Report. It was also understood that this was an existing
stream and did not need to be reverified/remapped.

Sheet C500 (plan view) shows the sewer line running on the east side of the main channel (SA) and crossing stream SE,
SD, SA (the bottom channel as noted above is not shown). Based on Figure 6, there are only 3 crossing. Figure 6 does
not show this stream as it was outside of the Margaret Lutz Heirs property, which was the extent of the scope for the
ECS Report.
Sheets C501 et al, calls out the impacts as #1 through #4. The plan sheet (C500) should indicate the corresponding
nomenclature/identification. This goes for the wetland areas as well. Is the wetland at the bottom of the C500 also
being impacted? No, the wetland at the bottom of C500 is not being impacted.
Be reminded of the emails submitted yesterday.
My guess is that stream impact #1 is at the bottom Yes – Stream “F” ,impact #3 is sewer line B Correct, and #4 is stream
SD Stream “E” and #2 is SE Stream “D” (but there are two SEs, not the SE1)

The purpose of the project is the Park 1764 business development. This should be part of the application. We noted
that the sewer line extension would serve the Park 1764 in Section 3E. Please clarify if you would like that notation
made in other sections.
Wetland impacts are permanent and temporary. That area that remains within the maintained easement is consider a
permanent impact. Area outside the permanent will be considered temporary and should be restored. Restoration
information should be clarified The PCN has been revised to note the temporary and the permanent impacts as
noted above. The plans have been noted to reflect this also. (See attached)
Stream impacts are confusing. The line runs parallel to the stream (that I can tell), except for one crossing. Please
clarify. See attached pdf set with the streams/wetlands highlighted. We have also attached the delineation report
for your reference of the overall area. The sewer line construction area should be 10 ft or greater from top of
bank. Typically the limits of disturbance is a minimum of 25’ from top of creek bank where it parallels the main
stream. If general bank stabilization is proposed (rather than stream crossing), this should be clarified on the plan view
and length of stream bank. I am sure you are not excavating 40 ft of stream. The open cut to install the sewer line
under the stream bed would be no wider than 5’ - we have accounted for the temporary pipe crossing to get
equipment across the stream and the pump around area – allowing 40 total lf of temp impact for each crossing. The
open cut and the area of pump around should be separated or clarified within the application
