Jim Propst forwarded your response to me. I am the engineer who designed the restoration, and I will be responsible for
ensuring that the project is constructed as designed. The local USDA office assisted the landowner with the permit
application. Catherine emailed similar questions last week. Please see my response to her below. She mentioned that she
would be in training this week; she has not yet responded. It sounds like the proposed plans for this project may have not
been attached to the application. I have attached them to this email. We also have a separate specification package; I
would be glad to provide that as well.
Answers to your specific questions:
We are proposing a decrease in total stream length from around 1450 to 1280 feet. The radius of curvature ratios
in many meander bends are far below the ranges observed in reference reach data. Our proposed design largely
follows the stream along its existing path, but corrects radius of curvature to more tolerable levels in excessively
sharp bends. The proposed sinuosity falls within our design criteria for this stream type. I have attached a couple
of pictures showing existing meanders where we are proposing to increase the radius of curvature.
The plans show existing and proposed plan view alignments based on an extensive survey with survey grade GPS
equipment.
I do believe that a NWP 27 would be more applicable to this project. Other USDA field offices have successfully
submitted NWP 13 requests for similar projects in more western counties, and the Iredell office did not know to
change the type of permit on this application. I am sorry for the confusion.
As I said in my earlier email below, I will be glad to proceed however works best for you. I can provide additional
information electronically, or we can all meet at the site. If I need to redo the permit application or provide any additional
information please let me know.

Does SAW-2014-01279 reference the proposed NRCS funded project on property owned by Steve Miller in Iredell
County? If not, please advise. If so, please read on.
First of all, please accept my apologies for any confusion regarding the permitting process for this project. My job duties
consist of much more than stream restoration design and construction, and I typically only complete 1 or 2 projects per
year. Your email prompted me to remember the attached email from David Brown. I have not been a part of the
permitting process for a natural channel design project since receiving that email, and to be honest I forgot all about it.
Typically, the local USDA field office employees deal directly with the landowner, and therefore it is easiest for them to
help the landowner complete the permitting process. I provide guidance if needed, and my guidance is most likely
outdated.
The second attachment is the proposed plan for construction. This design reflects a conventional natural channel design
approach throughout the approximately 1250 linear foot reach. The existing site consists of vertical mass-wasting banks at
almost every outside meander, and we propose to correct dimension, pattern, and profile to a more tolerable range in order
to decrease bank erosion.
We can proceed however works best for you. I can send pictures and/or provide any additional information or revisions
needed electronically. If you would like to see the site, I would be glad to meet you there.

I have the application. This appears to be more than stabilization (NW 13). It appears you also changing the pattern of
the stream channel, rather than just stabilizing the banks. Also you have a good number of proposed structures.
Do you have a net gain or net loss of stream channel?
More clarity where the streambank stabilization will be located along the 1,300 ft of channel.
You may want to clarify which NW this should be under. A NW 27?
It would be good to go take a look. If Cathy hasn’t been, a day when we can both go take a look might be best.
