feet of bulkhead, grade area for 9 residential lots, create 9 - 17' by 50' boat slips and construct a pier with
associated covered platform.

Project setting
The project site is located on US Highway 64 approximately 1.0 mile west of Columbia,
Tyrrell County, North Carolina on the Scuppernong River. The project site is bound by the
Scuppernong River to the North, a man made canal on the east side which connects to the
Scuppernong River, canal on the West side which doesn't connect to the River and U. S. Highway 64
to the South. Undeveloped wooded wetlands surround the above-mentioned man-made canals. The
project site has been rough graded and over seeded. Additional grading and excavation activities have
been conducted outside of the 75' Area of Environmental Concern. A few pine trees and hardwood
trees exist on the site. Most of the project site sustained damage from Hurricane Isabel. Existing
features on the project site include entrance road with associated cul-de-sac and a residential home on
lot no. 2.
The Scuppernong River is classified as SC by the Environmental Management Commission at
the project site. The Scuppernong River is joint waters and is not open to shell fishing.
Project description
The applicant proposes to grade approximately 4.5 acres for the development of 9 residential
lots, construct 1,932' of bulkhead along the River and man made canal, construct 4' wide by 40' long
pier with a 20' by 20' covered platform, excavate 6 -17' by 50' boat basins onsite each waterfront
lot to facilitate boat mooring while allowing more space for boat passage and conduct maintenance
excavation on an access channel and man made canal.
Anticipated impacts
The project as proposed will result in the grading of approximately 3.0 acres of Coastal
Shoreline, excavation of approximately 1,795 cubic yards of uplands, approximately 2,215 cubic
yards of excavation below the Normal Water Level, bulkheading of ~1,9321inear feet of shoreline
with associated (1,201 cubic yards of backfill and the shading of ~ 400 ft2 of River bottom. The
project as proposed will result in localized turbidity as a result of the construction activities.
