The existing two-lane facility connects two existing four lane facilities. The over capacity of the two-lane facility creates congestion that inherently creates hazards to the traveling public. 3e. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. The project has been realigned to avoid filling of the unnamed tributaryto Morris Branch. This realignment avoids +/-180 ftof channel. The box culvert crossing and the 66" RCP is proposed to be buried one foot at the inlet and outlet inverts. 2:1 side slopes on road fill at the site are being used to reduce the impact to streams. All stormwater will be discharged into energy dissipators or Pre-formed Scour Holes before entering the channel. Additionally the 2@9x8 box culvert will incorporate sills on the inlet and outlet of the culvert. The sill will assist in maintaining a low flow channel, which is the same width as the existing channel, through one barrel. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Construction and Erosion and Sedimentation Control will adhere to Best Management practices to reduce sediment laden runoff. The Erosion Control plan will be reviewed by NCDEHR Land Quality. This widening has been on and off since 2002. The town is now ready for finalization of the construction plans which presents a question. The jurisdictional calls were made by ESI for Sungate and verified on two different occasions. Attached you will find the verification of jurisdiction made by Andrea Wade in September'03 and by Thomas Brown in September'05. We also had been authorized by the Nationwide Permit #14 for construction under Section 404 along with Approval of 401 Water Quality Certification and NPDES Discharge Permit from DWQ. The determination of jurisdiction 3/2/2009 Page 2 of 2 expired in March '07. Likewise the 401 expired in September'06. The project only changed by one aspect, in that, a greenway (Part of Town of Cary's greenway plan) is proposed parallel to the roadway. This proposed change will impact more of the perennial and intermittent stream. We plan to resubmit the PCN form and supporting documentation. ROADWAY DESCRIPTION The project involves the widening of existing Green Level to Durham Road (SR1625). The project begins just south of the intersection with Carpenter Fire Station Road (SR 1624) and proceeds north for approximately 0.5 miles (-L-) to existing (newly constructed) McCrimmon Parkway (Y1). Also, as part of the project Carpenter Fire Station Road (-Y-) will be widened and upgraded to connect previously widen sections. The overall length of construction -Y- is +/- 1740'. The proposed roadway (-L-) will consist of a 37-foot wide grass median with two 13-foot wide lanes and 4-foot paved shoulders adjacent to the median and curb and gutter on the outside shoulder in each direction. The proposed -Y- will be a varied 4-lane width with curb and gutter and raised concrete islands. Additionally a greenway will be constructed in conjunction with SR 1625 by the Town of Cary. The greenway will run adjacent to SR 1625 and a pedestrian box culvert is proposed to cross SRI 625 near Morris Branch. The greenway is part of Cary's Parks, Recreation and Cultural Resources facilities Master Plan. ENVIRONMENTAL DESCRIPTION The project is located in the Cape Fear Basin. The project will have two (2) crossings of jurisdictional streams. The two crossings are on -L- and are Morris Branch (NCDWQ Stream Index 16-41-1-17-3-1 (perennial)) and an unnamed tributary to Morris Branch (intermittent) are classified as Class SC, and Nutrient Sensitive Waters (NSW). This tributary is also being crossed by the proposed Greenway. No streams in the project area are on NCDWQ's 303d list. There are no wetland areas impacted by the proposed proj ect. BEST MANAGEMENT PRACTICES AND MAJOR STRUCTURES The primary goal of Best Management Practices (BMPs) is to prevent degradation of the states surface waters as a result of the location, construction and operation of the highway system. BMPs are activities, practices and procedures taken to prevent or reduce stormwater pollution. The BMPs and measures that will be used on this project to reduce stormwater impacts are as follows: Energy Dissivators The two major outfalls of the storm drain system will outlet into rip rapped energy dissipaters. These hardened structures are designed to reduce the energy and spread the flow, as much as practical, before entering the riparian area of the jurisdictional streams. The dissipaters will be located at least 50' from the top of bank of the streams. The distance from the top of bank is the furthest the structures could be set back because of topography. Topography also controls the type of BMPS that can be utilized. Preformed Scour Holes: There are two smaller outfalls that will outlet into preformed Scour Holes (PSH). These were added to provide diffuse flow at areas where concentrated flow must be discharged in an area that does not have a receiving ditch or adequate outfall. PSHs were only used on pipe sizes 18-inches or less and have been designed per NCDENR-DWQ's guidelines. Maior Structures (Jurisdictional Crossings The proposed crossing at Morris Branch will be a 2@ 9'x8' RCBC. The structure size is controlled by hydraulic performance requirements set forth by NCDOT and FEMA. The structure size has been approved by both agencies. A Conditional Letter of Map Revision (CLOMR) is being pursued. The proposed box culvert will have a sill at the inlet and outlet ends of the outer barrel. The sill will assist in maintaining the natural stream bed form and function up and downstream of the box culvert. The natural stream average width is +/- 9.0 feet. This was a consideration when designing the structure size therefore the channel will flow through one barrel (9.0' wide) during base and lower frequency flows. Some channel work on the outlet end will be required to tie to the existing channel. The banks of the realignment will be lined with rip-rap. The impact length summarized on the permit drawings and application includes the rip rap. The rip rap is proposed on the banks only and not in the bed. Attached is the culvert survey report for additional information. The unnamed tributary to Morris Branch (intermittent) will be conveyed with a proposed 66" RCP. The pipe will be buried 1.0'. The existing bed is on a 0.7% slope and the proposed pipe will match this slope. The unnamed tributary will be crossed downstream of the proposed 66" pipe by the Morris Branch Greenway. The proposed crossing is a double line of 48" pipe. The pipes will be buried 20% or 0.8 foot. 2 MINIMIZATION OF IMPACTS In addition to the items mentioned above, minimization of the stream length has been achieved to the greatest extent possible. -L- was realigned to avoid an additional lateral impact to the unnamed tributary to Morris Branch.
