Site disturbed area = 2.84 acres. 2. This project is located within the Cape Fear River Basin. Therefore, the "Randleman Lake Water Supply Watershed Protection Rules" apply. 3. Contractor shall be responsible for adhering to all conditions in the approved 401/404 permits. 4. Contractor shall be responsible for a11 erosion control practices required to minimize effects on adj acent properties during construction. Erosion control practices shall be continued in accordance with the plans and shall be maintained until contributing areas are stable. 5. Contractor shall be responsible for following the various construction and erosion control sequences listed in the plans. 6. Stabilized construction entrances shall be provided at all points of ingress and egress from disturbed areas onto paved streets. These shall be built and maintained according to the standard shown in the plans. 7. The de-watering of structures with sediment-laden water directly to streams is strictly prohibited. The Contractor shall provide whatever means {e.g. silt bags, distilling basins, etc.) to comply with this stipulation. This will not be paid for separately, but shall be included in the unit prices for the other various erosion and sedimentation control pay items. 8. If the Contractor chooses to utilize a staging area outside the project limits, which involves the disturbance of any land, adequate erosion control measures will be required, and prior notice to the City and State will be required along with a revised Erosion Control Plan if necessary. 9. If an addendum to the COHP erosion and Sediment Control Plan is necessary, it must be submitted and approved prior to the initiation of any land disturbing activity which has not been previously approved. 10. All finished slopes are to be in accordance with the slopes shown on the cross- section sheets. Under no circumstances are finished slopes to be steeper than 2:1. Excelsior Matting shall be placed on al1 2:1 slopes. BORROW, WASTE, AND TOPSOIL REQUIREMENTS 1. Construct and maintain all erosion and sedimentaiion control practices and measures in accordance �viih the approved plan and construction schedule. 2. Remove good topsoil from areas to be graded and filled, and preserve it for use in finishing the grading of all critical areas. 3. Scarifi- areas to be topsoiled to a minimum depth of 2 inches before placing topsoil. 4. Clear and grub areas to be filled {No grubbing or filling �vithin the ��-etl�nds}. Remove trees, vegetation, roots, or other objectionable material that would affect the planned stabilit� of ihe i"ill. 5. Ensure that fill material is free of brush, rubbish, rocks, logs, stumps, building debris, and other materials inappropriate for constructing stable fills. 6. Place all fill in layers not to ezceed 9 inches in thicl�ness, and compact the layers as required io reduce erosion, slippage, settlement, or other related problems. 7. Do not incorporate frozen material or soft, mucky, or highly- compressible materials into fill slopes. 8. Do not place fill on a frozen foundation, due to possible subsidence and slippage. 9. Keep diversions and other «�ater convevance measures free of sediinent during all phases of developinent. 10. Handle seeps or springs encountered during construction in accordance with approved methods. 11. Tempor�� stabilization (i.e. temporar�- seedinb) shall be completed on exposed slopes ���ithin 14 days follocving completion of any phase of grading. Permanent stabilization (i.e. permanent seeding) shall be completed for all disturbed areas within 14 days follo��-ing completion of consiruction. 12. All borro�� or w°aste activit�� is regulaied under the mining act of 1971, and all landfills must be regulated by the Di<<ision of Solid Waste Management. All Borro��� hauled into ihe site for the construction inust come from a regulated inine and all Waste must be talten to a regulated landCill. The Ciri� of Hi�h Point shall be the Responsible Parl�� For anv Borro« or Waste �ctivities associated w-ith the construction. This shall apply to any borro�� or waste site and any� site where topsoil is stock�iled. The work listed in this section consists of the disposal of waste and debris in accordance «-ith the requirements of these specifications. W�ste will be considered to be all exca�rated materials that �re not utilized in the construciion oFthe project, including overburden from borro�v sources and soil i_ype base course sources. Debris will be considered to be all undesirable matenal encountered on the project. Waste and debris sha11 be disposed of in areas that are outside of the right-of-���a�� and provided b� the Contractor, unless otherwise pro`�ided for by the plans or special pro�-isions or unless disposal u�ithin the right-of-��-ay is permitted by the Engineer. Where the Engineer has granted permission to dispose of waste and debris ��%iihin the right-of-�va��, the Engineer ��Till have the authoriri to establish whatever additional requirements may be necessary to ensure the satisfactory appearance of the completed project. The Contractor shall dispose of ��aste or debris in Acti�-e Public Waste or Dispasal Sites; he shall provide evidence satisfactory to the Engineer that the proposed area or site has been permitted by the Solid Waste Ma.nagement Division of the North Carolina Department of Environment, Health and Natural Resources. l3. Topsoil stockpiles, borro�� areas; and spoil areas shall be adequatel_y protected from erosion at all times. ACter construction is complete, these areas shall be final stabilized. 1�. A revised plan must be submitted & accepted by NCDENR prior to removal of an�- ��Jaste maierial not already included in the approved plan. Slopes 3:1 or flatter 14 days 7 days for slopes greater than 50' in length. All other areas with slopes flatter than 4:1 14 days None, exceptfor perimeters and HQW Zones. CONSTRUCTION SEQUENCE 1. The City of High Point will obtain a land disturbing permit from North Carolina Division of Land Quality. 2. The clearing limits must be flagged by the contractor prior to the pre-construction meeting in order to prevent accidental entry outside the clearing limits. The Contractor is to stay within the limits of construction. Any need to cross this limit line will need to be brought to the attention of the engineer prior to any cross over. 3. A pre-construction meeting shall be conducted with the City of High Point, all contractors involved with land disturbance, and the North Carolina Division of Land Quality Erosion Control Inspector on site prior to any clearing or grading. 4. Install the stone construction entrances at all construction staging areas as shown on the plans. 5. Install all Temporary Silt Fence as shown on the plans. 6. Clear and grub only those areas needed to install erosion contral measures. Once the installation of the above-mentioned erosion control measures is complete, clearing and grubbing of the remainder of site (no grubbing allowed in wetland areas) may continue as project progresses. 7. Begin Construction and Grading operations. 8. Erosion control devices shall be diligently maintained throughout construction.
