Heath sent me the attached email you sent approving an extension of the moratorium. Your comment letter on this bridge stated that the moratorium period was from Oct 15 — Apr 15. His email seems to suggest they thought the moratorium started on Nov 1. Was this a second extension or am I missing something? The other is plastic mesh matting within the trout buffer (Heath may have already contacted you about it). Your comment letter in the permit file requests that it not be used. The attached picture is hatched in orange where they used plastic mesh matting. Heath said it would be too expensive to use core fiber matting within riparian areas (which in my mind is the trout buffer) on all projects in the Div. and suggested plastic mesh matting would help to establish cover quicker and would degrade overtime. He sounds willing to work towards a compromise. I suggested it's use on a case-by-case basis. Your comment letter states DOT should not use it in riparian areas, but as the picture shows they did. I see Heath's point, but if it is WRC position that DOT not use it, I will support that and require they replace it with core fiber.
