The North Carolina Division of Water Resources conducted an inspection of the Unilever
Raeford facility on 11/20/2017. This inspection was conducted to verify that the facility is
operating in compliance with the conditions and limitations specified in NPDES WW Permit No.
NCG500292. The findings and comments noted during this inspection are provided in the
enclosed copy of the inspection report entitled "Compliance Inspection Report".

Enclosed you will find a copy of the Compliance Evaluation Inspection report for the routine inspection
that was conducted on November 20, 2017 by Johnathan Watts, Environmental Specialist, of the
Fayetteville Regional Office. The purpose of the inspection was to evaluate compliance with the
requirements of the Wastewater General Permit NCG500000 series On the day of the Inspection, this
facility was found to be in compliance with the requirements of the permit. You are commended for
your initiative and proactive approach regarding the preservation of the Waters of the State I
appreciate the time and professional courtesy that you extended during the inspection No additional

Unilever Manufacturing, located at 101 Faberge Blvd Raeford NC, has eliminated all Non -Contact
Cooling water flow except storm -water runoff All wastewater that flows from Unilever's pretreatment
units discharge into a sanitary sewer system, which Is collected by the City of Raeford Wastewater
Treatment Plant. Due to no flow conditions, it has been previously recommended that permit
NCG500292 be rescinded In result and that Unilever continue to discharge these wastewaters to the
City of Raeford Wastewater Treatment Plant. This office supports advocates seeking to Improve the
centralization of wastewater treatment plants for the purpose of improved wastewater treatment and
the reduced potential for adverse effects to the environment
