Dear Mr. Dalton:
On January 6, 2009, the Division of Water Quality (DWQ) received your application dated December 22,
2008, to fill or otherwise impact 0.51 acres of 404/wetland, 135 linear feet of stream (PCN application
does not identify whether stream is intennittent or perennial), 0.08 acres of isolated wetland, 25,665
square feet of Zone 1 Neuse River basin protected riparian buffers and 16,623 square feet of Zone 2
Neuse River basin protected riparian buffers to construct the proposed linear roadway project at the site.
The DWQ has determined that your application was incomplete and/or provided inaccurate information
as discussed below. The DWQ will require additional information in order to process your application to
impact protected wetlands and/or streams on the subject property. Therefore, unless we receive five
copies ofthe additional information requested below, we will place this project on hold as incomplete
until we receive this additional information. Ifwe do not receive the requested information, your project
will be formally returned as incomplete. Please provide the following information so that we may
continue to review your project.
Additional Information Requested:
1. Per the requirements of GC3704, this project is subject to Stormwater Management Plan (SMP)
Requirementsfor Applicants Other Than the North Carolina Department of Transportation (see
http://h2o.enr.state.nc.us/ncwetlandsl). For each proposed BMP, please provide a completed
BMP Supplement Form with all required items (see http://h20.enr.state.nc.us/su/bmpforms.htm).
Please submit this information within 30 calendar days of the date of this letter. Ifwe do not receive this
requested information within 30 calendar days of the date of this letter, your project will be withdrawn
and you will need to reapply with a new application and a new fee.
This letter only addresses the application review and does not authorize any impacts to wetlands, waters
or protected buffers. Please be aware that any impacts requested within your application are not
authorized (at this time) by the DWQ. Please call Ms. Cyndi Karoly or Mr. Ian McMillan at 919-733-

Apex Peakway
Storm Drainage Report
Project Description
Wilbur Smith Associates was selected to provide engineering services for a portion of the Apex
Peakway. This project involves the layout and design for a future multi-lane divided roadway
with curb and gutter and concrete median. The project consists of two railroad crossings, one at
grade and one with a bridge. This portion of the Peakway connects the existing Peakway from
North Salem Street to Old Raleigh Road. Figure 1 contains a project location map.
Purpose
The purpose of this report is to document the design of drainage, erosion and sediment control for
the proposed Apex Peakway.
Existing Condition
The project area consists of both wooded and open fields. The existing slopes in the area are
relatively mild. This existing drainage pattern has been maintained in a closed system.
Proposed Condition
,
Drainage characteristics for the proposed condition are not changed greatly from the existing
conditions and existing patterns were maintained as closely as possible. The proposed roadway
improvement includes a multi-lane highway with concrete islands and curb and gutter. Roadway
runoff is typically discharged at the same locations as in the existing conditions. Storm drain
pipes calculations are based on the lO-year design storm and inlets are spaced to contain the
spread within one half of the adjacent travel lane for the NCDOT 4 in/hr standard. Culverts are
designed based on the 25-year design storm. All calculations are preformed in accordance with
the NCDOT hydraulic design standards.
Portions of the project are adjacent to newly proposed development and coordination with the
developer has allowed for sections of the Peakway runoff to be discharged into stormwater
treatment facilities designed and constructed by the developer. Where discharging into the
adjacent stormwater ponds was not available level spreaders with forebays are used where
dissipated sheet flow is required into buffer areas. A major variance will be required to allow the
level spreaders to be constructed per NCDWQ requirements for level spreaders in series due to
the slope of the filter strip. The two level spreaders that required this major variance are located
at Outlets 22 and 27.
