Inspection Summary:
On 2/2/2018, I (Daniel Boss) conducted a Compliance Evaluation Inspection for the Town of Murphy collection system. I
met with Scott Helton (ORC) and Eldon Roberts (Maintenance Supervisor).
Only 3 of the 14 lift stations in the system have autodialers. The other 11 have only audio/visual alarms. I recommend
prioritizing the implementation of a SCADA system (or at an least autodialer) at all lift stations for better monitoring.
Scott mentioned to me that a long trunk line of the sewer system periodically gets plugged due to a slug discharge of solids
from the Murphy WTP waste treatment lagoon.
The hospital lift station needs the audio alarm replaced/repaired. The casino lift station needs a sign identifying the lift
station and listing emergency numbers. The cliffton lift station needs better housekeeping as trash from the wet well was
found on the ground around the lift station.
A spill response plan needs to be created and made accessible to all collection system employees so they can use it in an
emergency situation.
Educational materials for grease control need to be distributed two times per year to all collection system users. Materials
used to be mailed out with the sewer bills but now the billing is electronic and a replacement program needs to be
developed.
Scott and Eldon said that a computer map of the water and sewer system is being developed. Currently there are many
maps of individual parts of the collection system, but no comprehensive map covering the entire system.
In general, more thorough record keeping needs to take place. Some of the necessary work is being performed but not
documented. High priority line inpsections and right of way maintenance are two examples.
