D. Impact Justification and Mitigation (Continued from Page 6)
Ia. This project is the first phase in development of a larger tract of land. A small perennial
stream funs parallel with Highway 89 along the North side of the property. The stream must be
crossed to gain access to the property from the main road. In order to minimize impacts to the
stream, we are proposing to use block retaining walls to reduce the length of the culvert beneath
the proposed road. All utilities (water, sewer, electric and telephone) will be placed in the
proposed road to reduce the need for future stream crossings.
6. Buffer Mitigation (State Regulated Riparian Buffer Rules) - required by DWQ
6a. Will the project result in an impact within a protected riparian buffer that requires
buffer mitigation? ? Yes ? No
6b. If yes, then identify the square feet of impact to each zone of the riparian buffer that requires mitigation. Calculate the
amount of mitigation required.

permittee responsible riparian buffer restoration, payment into an approved in-lieu fee fund).
