This narrative outlines general information about the City of Lincolnton Pretreatment Program. This narrative also outlines the performance of the City of Lmcolnton permitted Significant Industrial Users and Categorical Industrial Users for 2017 and actions, if any, taken against them. RECH ED/DENRIDWR General Information: FEB 0 5 2018 Water Resources Permitting Section General Program Information: • AT, HWA, LTMP, SUO and ERP are up to date. . • Dates on the Division's Database Program Information Sheet are correct. General Permit Information: • Cataler NA, McMurray Fabrics, and South Fork Industries Permits have been modified. • VT LeeBoy remains on their Special Order of Consent until January 1, 2018. • South Fork Industries did send the City of Lmcolnton, on December 26, 2017, a notice that they have closed their plant. I have asked for an official permit drop request and final inspection date Narrative — PAR 2017 City of Lmcolnton WWTP SIU and CIU Program Information RECr%IVE®/0ENR/DWR FEB 0 5 2018 IUP # 0021 Cataler North America (40 CFR 415) Water Resources Permitting Section This SW was not in SNC in 2017. This SIU did not have any violations for the reporting period of January 1, 2017 to June 30, 2017 This SIU did not have any violations for the reporting period of July 1, 2017 to December 31, 2017 IUP # 0012 G&W Laboratories (40 CFR 439) This CIU is in SNC for 2017. This CIU had one O&G Violation for reporting period January 1, 2017 to June 30, 2017. This CIU did receive two Reporting NOV's and one Reporting SNC for failure to forward administrative information for reporting period July 1, 2017 to December 31, 2017. This CIU responded to each NOV and the SNC with a written letter outlining their plan for correction IUP # 0022 KACO USA (40 CFR 433) This CIU was not in SNC in 2017. This CIU did receive a NOV for Zinc and one for pH for the reporting period of January 1, 2017 to June 30, 2017. This CIU also received in January one NOV and one SNC as a result of their SNC with Zinc, which was place in the newspaper under Public Notice on February 6, 2017. This SNC was also reported in the 2016 PAR, but the actual SNC was written in January 2017 This CIU did receive a NOV for their pH for the reporting period of July 1, 2017 to December 31, 2017. The City received written responses and outlined plans for all violations which were issued. 2 Narrative — PAR 2017 City of Lmcolnton WWTP IUP # 0013 McMurray Fabrics (40 CFR 410) This SIU was not in SNC in 2017. This SIU did have one pH violation for the reporting period of January 1, 2017 to June 30, 2017 This SIU did not have any violations for the reporting period of July 1, 2017 to December 31, 2017. The City received a written response to the cause of their pH violation. IUP # 0004 South Fork Industries (40 CFR 410) This SIU was not in SNC in 2017. This SIU did not have any violations for the reporting period of January 1, 2017 to June 30, 2017. This SIU did receive an administrative NOV for failure to have their flow meter calibrated, as outlined in their permit. This SIU also received a NOV for their pH for reporting period July 1, 2017 to December 31, 2017. The City received written responses for both violations to include an outline for correction. IUP # 0020 VT LeeBoy (40 CFR 4331 This CN was not in SNC in 2017. This CIU did have violations for Chromium and Zinc for the reporting period of January 1, 2017 to June 30, 2017. March 31, 2017, An Intent to Impose Civil Penalty was hand delivered to VT LeeBoy, for their Zinc Violation, while on a Special Order of Consent. The violation occurred on December 8, 2016 and was reconfirmed with a second analysis December 29, 2016. The Intent to Impose a Civil Penalty was held in abeyance pending their compliance with their Consent Order and Compliance Schedule This penalty was address in the 2016 PAR and noted to be assessed, in 2017. This CIU did not have any violations for the reporting period of July 1, 2017 to December 31, 2017. The City issued NOV's for the violations for the January 1, 2017 to June 30, 2017 reporting periods and written responses were received accordingly. This CIU Special Consent Order has been in effect for both reporting periods Narrative — PAR 2017 City of Lmcolnton WWTP Waste Reduction Activities The City of Lincolnton continues participating in curbside recycling for plastics, glass, alummum and metal cans, and newspaper. In addition to the City's recycling efforts, the industries participate in several waste reduction activities. Cataler North America participates in the following waste reduction activities: W24, W33, W36, and W55 G&W Laboratories participates in the following waste reduction activities: W13, W14, W21, W25, W34 and W36 Kaco USA participates in the following waste reduction activities. W21, W22, W33, W36, W51, W61 andW62. McMurray Fabrics participates in the following waste reduction activities: W13, W14, W22, W25, W32, W33, W64 and W83. South Fork Industries participates in the following waste reduction activities: None were listed on their most recent permit application. CONSENT ORDER AND COMPLIANCE SCHEDULE Pursuant to the Sewer Use and Industrial Wastewater Pretreatment Ordinance, Section 8- 111(b), the POTW director is empowered to enter into consent orders, assurances of voluntary compliance, or other similar documents establishing agreement with the person responsible for noncompliance.
