Dear Mr. Schiller:
The Division of Water Quality (DWQ) 401 Oversight and Express Review Permitting Unit has
reviewed the Year 5 Monitoring Report for the above-referenced site. Our comments on the
report are as follows:
• Vegetative monitoring has shown that the site has exceeded the stem density criterion of
260 stems per acre, and planted areas have appeared to maintain good diversity in both
the stream riparian areas and the wetlands. In spite of long-term inundation at Gauge 2,
woody stem counts in the area (Plot 3) indicated survival of several characteristic tree and
shrub species.
• All of the wells at the site met hydrology success criteria. Seven of the wells exceeded
12.5 percent of the growing season (consecutive days) with inundation or saturation. The
remaining well (Gauge 12) was reported at 10.2 percent. The Gauge Data in Appendix A
actually showed the groundwater level falling below 12 inches below the surface for a
short period of time during the 23 days counted toward the success criterion. However, it
appeared that continual saturation did occur for over 5 percent of the growing season, so
that the area met the criterion during four of the five monitoring years.
This site has met the success criteria for a wetland mitigation project. DWQ feels that the
monitoring has demonstrated that this site is trending toward success, the site has fulfilled the
monitoring requirements outlined in the beginning of the project, and further monitoring is not
warranted. Pending comment by the U.S. Army Corps of Engineers, DWQ supports the closeout
of this mitigation project.
