PROJECT SUMMARY: The applicant is proposing to stabilize the shoreline with bulkhead and construct a private pier with platform, floating docks, and two (2) boatlifts. PROJECT DESCRIPTION: The project is located at 23 Sandy Point on Figure Eight Island, adjacent to Banks Channel and Middle Sound, in New Hanover County. The island is accessed from the mainland at the end of Edgewater Club Road (SR 1402), by private bridge over the Atlantic Intracoastal Waterway (AIWW) and an earthen causeway, which traverses Middle Sound. Heading east on the causeway, turn right on Beach Road South, travel approximately 0.6 mile and turn right onto Sandy Point. The project site will be located on the left-hand side of the road. The undeveloped 0.3 acre tract is approximately 120 feet wide and approximately 109 feet deep with no man-made features existing on the project site. The adjacent properties to the north and south have both been stabilized with bulkhead and have private piers. The property has an average elevation of 5 feet above Normal High Water (NHW) and approximately 119 feet of shoreline frontage. The upland portion of the project site is vegetated with lawn grasses, Eastern Red Cedar (Juniperus virginiana), and greenbrier (Smilax bona-nox). The high ground on the property transitions to high marsh, consisting primarily of a band of Wax Myrtle (Morelia cerifera), Sea Oxeye (Borrichia frutescens), and Salt Meadow Hay (Spartina patens) extends approximately 15 in width. The high marsh transitions to low marsh, approximately 30 feet in width and consisting of Salt Marsh Cord Grass (Spartina alternaflora) and Glasswort (Salicornia spp.). A site visit was conducted to verify the extent of Coastal Wetlands and the marsh actually extends approximately 45 feet waterward of the proposed bulkhead alignment. The New Hanover County Land Use Plan classifies the adjacent waters and high ground portion of the project site as Conservation. The waters of Banks Channel and Middle Sound are classified as SA-ORW, by the NC Division of Water Quality. The waterbody in the vicinity of the project site is approximately 320 feet in width. These waters are NOT designated as PNA by the NC Division of Marine Fisheries and are open to the harvest of shellfish. 10. PROPOSED PROJECT: The applicant is proposing to construct bulkhead and private pier with platform, floating docks, and two (2) boatlifts. As proposed the pier structure would measure 6 feet in width by 90 feet in length pier and would extend across the marsh into Banks Channel. The proposed pier would terminate at a 16 feet wide by 16 feet long platform. Extending from the platform, to the north and south, via access ramps, would be two (2) floating docks measuring 22 feet in lenght by 5 feet in width. The floating docks would be oriented parallel to the shoreline, creating a "T-head" configuration. Located east and along the inboard sides of the north and south floating docks, would be two (2) 13 feet long by 13 feet wide boatlifts. Water depths in the area of the proposed structure would be approximately-5 feet at Normal Low Water (NLW). As proposed, the docking facility would accomidate four (4) vessels. A 119 linear feet bulkhead is proposed along the shoreline landward of Coastal Wetlands and in alignment with bulkheads located on the adjacent properties to the north and south. As proposed the backfill would be obtained from an upland source and no wetland fill is proposed. 11. ANTICIPATED IMPACTS: The proposed pier system construction would incorporate 1,078 sq. ft. of Estuarine Waters and Pubic Trust Area. Pier construction would shade approximately 210 square feet of Coastal Wetlands. Minor increases in turbidity should be expected during construction. The proposed pier, "T- Head" floating docks would extend approximately 70 feet into a waterbody which measures approximately 320 feet across. This distance would conform to the % Rule and would be in alignment. with the established pier head line of the adjacent piers to the north and south. The proposed bulkhead alignment would be located entirely landward of Coastal Wetlands and aligned to join with the adjacent bulkheads to the north and south. No coastal wetland fill is proposed and disturbance is typically limited to 20 feet landward of the proposed bulkhead alignment. The proposed bulkhead would result in approximately 2,380 square feet of highground disturbance. Submitted by: H. The platform will connect two 5'x22' floating docks by two 3'x16' aluminum ramps. On the eastern side of each dock will be a 13,000 pound boat lift. The dock will allow the applicant to have boating access from his property. Waterline will also install a new bulkhead that covers 119 linear feet of shoreline.
