I am willing to meet on March 17 Also, since you are looking for CP4A
concurrence for Alternative 3 (which includes the area for the proposed
large wildlife crossing), I will only be able to concur on CP4A if there is
a commitment to build the wildlife crossing Unfortunately, TNC has not
been able to get anywhere with Weyerhauser in attempting to purpose any
type of conservation easement to cover any portion of the land to the west
of the wildlife crossing Regardless, the need for the wildlife crossing
is still extremely relevant The location is not unlike the three US 64
crossings that NCDOT built between Plymouth and Columbia There were no
conservation easements purchased for those three large wildlife crossings
The monitoring shows that they have been very successful in passing several
species of wildlife to include black bear The white-tailed deer use of
the three crossings on US 64 has been very high Each one of those many
successful crossings by deer and black bear has reduced the chances for an
animal/vehicle collision Ecologically speaking, the wildlife crossing on
US 17 may be even more needed than the US 64 crossings Without the
crossing on US 17, black bears in the Croatan National Forest will be
genetically isolated from bear populations to the west in Hofman State
Forest and other areas Black bears are currently crossing (and being hit
by vehicles) on US 17 near the location, however, a four-lane, higher-speed
facility will likely become a near complete barrier without a substantial
wildlife crossing This is the last best chance to do something at the
landscape level to maintain a healthy black bear population in this area
Again, to repeat myself, I will not be able to concur with CP4A unless
there is the commitment to build the wildlife crossing I thank NCDOT for
the work that they have done so far to show us a preliminary design and in
giving consideration to it

R-2514 2/26/09 CP4A Mtg
Dear Merger Process Team,
The USACE Wilmington District is having its annual regulatory workshop and
enforcement workshop the entire week of February 23, 2009 and William
Wescott will not be able to attend our 2/26/09 CP4A Meeting for Sections C
and D (Chadwick to New Bern) of R-2514 (US 17 - Belgrade to New Bern -
Onslow & Jones Counties)
Therefore, our 2/26/09 CP4A Meeting has been canceled and needs to be
rescheduled
The next available meeting slots are
Western Meeting Slot =_> Tuesday, March 17, 2009 (1 00 - 5 00
p m ) ?7?
Eastern Meeting Slot =_> Thursday, April 16, 2009 (a m or p m )
If we are able to coordinate it with other regional commitments, we might
be able to reserve a western meeting slot for this eastern project Please
let me know whether you would be willing to meet on 3/17/09 in order to
avoid delaying our meeting until April and losing two months I appreciate
your time and look forward to your response
