Attn: Mr. Van Hurley 5326 Highway 220 Business South Asheboro NC 27205 Subject: REQUEST FOR ADDITIONAL INFORMATION Uwharrie Charter Middle School Dear Mr. Hurley: On November 28, 2017, the Division of Water Resources — Water Quality Programs (Division) received your application dated November 20, 2017, requesting a 401 Water Quality Certification from the Division for your project. On January 4, 2018 the Division sent you a letter requesting more information, a response to this letter was submitted on January 11, 2018 and January 22, 2018, and the Division has reviewed this information. The Division has determined that your application is still incomplete and cannot be processed. The application is on -hold until all of the following information is received: 1. Based on plans provided to the Division it appears that this project does not meet the definition and design requirements for Low Density per 15A NCAC 02H .1003(2) [https:Hdeq.nc.gov/about/divisions/energy-mineral-land-resources/energy-mineral-land- rules/stormwater-program-rules] In order to document that the project meets the definition and design requirements for Low Density, please provide: a. A detailed plan sheet showing the built upon area and the total project area with calculations of percent BUA shown. b. A detailed stormwater drainage plan that shows all stormwater drainage patterns and outlets to clearly show that the project meets 15A NCAC 02H .1003(2)(b) "stormwater shall be designed to maximize dispersed flow through vegetated areas and minimize channel flow" State of North Carolina I Environmental Quality 450 W. A detailed stormwater drainage plan to clearly show that the project meets 15A NCAC 02H .1003(2)(c) "stormwater that cannot be released as dispersed flow shall be transported by vegetated conveyances". Please provide design plans for all vegetated conveyances such as swales, or level spreader -filter strips, etc. If this additional documentation cannot be provided to show that the project meets the definition and design requirements for low density, then in order to comply with Condition 1.5 of General Certification #4139, this project is required to provide either: • a stormwater management plan, including all appropriate stormwater control measure (SCM) supplemental forms and associated items, that complies with the high-density development requirements of 15A NCAC 02H .1003; or • calculations to document that this project will not cause degradation to downstream water quality. Please see the attached GC#4139 for specific details of this requirement. The return of this project will necessitate reapplication to the Division for approval, including a complete application package and the appropriate fee. Please respond within 30 calendar days of receipt of this letter by submitting all of the above requested information through this link: https://edocs.deg.nc.gov/Forms/Supplemental- Information-Form. Please note that the DWR# that is requested on the link is referenced above. Please be aware that you have no authorization under the Water Quality Certification Rules for this activity and any work done within waters of the state may be a violation of North Carolina General Statutes and Administrative Code.
