On behalf of the Alexander Towne Homeowners Association (HOA), Wildlands Engineering, Inc. (Wildlands) is
submitting one copy of the Pre -Construction Notification (PCN) package for a proposed aerial sewer crossing
rehabilitation along an unnamed tributary (UT) to Mallard Creek located in northeast Mecklenburg County off
Mary Alexander Road near the campus of the University of North Carolina at Charlotte (Figures 1 -3). An Agent
Authorization Form is attached which provides verification that Wildlands is acting on behalf of the Alexander
Towne HOA.
Project Overview
The project seeks to rehabilitate an existing 6" aerial sewer crossing located on the northern side of the
Alexander Towne apartment complex. The aerial crossing is no longer supported by existing concrete piers
which have been undermined and now lay in the bed of the channel. The crossing is only partially supported by
a PVC pier and sags at pipe connections compromising its longer-term stability. The proposed work involves
replacing approximately 60 linear feet (LF) of 6 -inch ductile iron pipe and installing four new concrete support
piers. Two piers would be installed within the channel to replace the two undermined piers. Two other piers
would be installed in the floodplain at either end of the new pipe section.
Jurisdictional Waters
Jurisdictional waters of the U.S. were delineated by Wildlands in July 2013 for an unrelated project, the Mary
Alexander Storm Water Improvement Project (SDIP), whose review area included the current sewer
rehabilitation project area. The delineation was field verified by Amanda Fuemmeler of the United State Army
Corps of Engineers (USACE) who issued an approved jurisdictional determination (Action ID: 2013-0200) on
November 5th, 2013. Wildlands re-evaluated site conditions for the smaller sewer rehabilitation project on
August 3`d, 2017. The 2017 re-evaluation confirmed one jurisdictional stream channel present in the sewer
rehabilitation project area, identified as S2 in the previous delineation, which is a perennial UT to Mallard Creek
(Figure 4). No wetlands were observed in or immediately adjacent to the current project area. The approved
jurisdictional determination, delineation site figure, and North Carolina Department of Water Resources
(NCDWR) Stream Classification Form for S2 from 2013 are included with this submittal.
Soils
Soil types within the proposed project area are mapped by the Natural Resource Conservation Service (NRCS) as
Wilkes loam (WkE). Wilkes loam is a well -drained soil with very low to low permeability. The unit is typically
found on hillslopes and ridges. On-site soils are mapped in Figure 5.
Proposed Impacts
Rehabilitation activities involve the removal of existing undermined concrete piers, excavation of
streambed/bank at the two new pier locations, and pouring new concrete piers. Approximately 2 LF of
permanent impacts are associated with the placement of concrete piers within the stream channel and 54 LF of
temporary impacts necessary for construction access including one stream crossing (see Table 1 for impact
summary). Construction will be performed from the stream bank to avoid bed disturbance as much as possible.
Upon completion of the work the stream banks will be seeded and matted with biodegradable matting.
Disturbed areas outside the channel will be stabilized with erosion control fiber matting.

The project area is approximately 9 miles northeast of uptown Charlotte, NC in the Alexander Towne apartment complex
off Mary Alexander Road, between East Mallard Creek Church Road and the entrance to the University of North Carolina
at Charlotte. The proposed sewer rehabilitation is located within a thin wooded corridor on the north side of the Alexander
Towne complex. Surrounding land uses include multi -family residential, single family residential, and woods.

stress on pipe joints (sagging) and compromising the longer-term stability of the crossing. Two existing concrete piers
have been undermined and now lay in the bed of the channel. The proposed work involves replacing approximately 60
linear feet (LF) of 6 -inch ductile iron pipe and installing four new concrete support piers.

The project involves replacing approximately 60 linear feet (LF) of 6 -inch ductile iron pipe and installing four new concrete
support piers. Two piers would be installed within the channel to replace the two undermined piers. Two other new piers
would be installed in the floodplain at either end of the new section of pipe. The existing undermined piers will be
removed, and new pier locations will be excavated and poured. Equipment to be used include excavator, trackhoe,
concrete pump truck, a mini backhoe, and trench boxes. Construction will be performed from the stream bank to limit bed
disturbance. One temporary stream crossing will be installed to access the right floodplain. Disturbed stream banks will be
seeded and matted with biodegradable matting post -construction. Disturbed areas outside the channel will be stabilized
with erosion control fiber matting.

Project design is only maintaining the current aerial sewer crossing by replacing two existing undermined piers with two
new concrete piers within the stream channel for long term stability. No additional in -stream structures are proposed. The
project design has a narrow footprint perpendicular to the stream to minimize impacts necessary for immediate work and
construction access.

Project construction will be performed from the floodplain and/or stream bank to minimize bed disturbance. Only one
temporary crossing perpendicular to the channel is proposed to access the right floodplain of the UT to Mallard Creek.
During construction disturbed areas will be temporary stabilized using seed and straw. Disturbed stream banks will be
seeded and matted with biodegradable coir fiber matting. Construction practices will follow guidelines from the NC
Erosion and Sediment Control Planning and Design Manual and Charlotte Land Development Standards Manual.

(Lasmigona decorate), Rusty -patched bumble bee (Bombus affinis), Michaux's Sumac (Rhus michauxii), Schweinitz's
sunflower (Helianthus schweinitzii), and Smooth coneflower (Echinacea laevigata). No critical habitats were identified
using IPaC. Because the project area is surrounded by development the rehabilitation isn't likely to impact protected

online within or immediately adjacent to the project area. During a field review by Wildlands, no structures beyond existing
sewer infrastructure (pipes and manholes) and modern residential dwellings were observed in or immediately adjacent to
the project area.

C. Basis For Determination
The site contains wetlands as determined by the 1987 Corps of Engineers Wetland Delineation Manual and the Interim
Regional Supplement to the Corps of Engineers Wetlands Delineation Manual: Eastern Mountain and Piedmont Region. These
wetlands are adjacent to stream channels located on the property that exhibit indicators of ordinary high water marks. The
stream channels on the property are unnamed tributaries to Mallard Creek which ultimately flows into the Yadkin -Pee Dee
River. The Yadkin -Pee Dee River is a Section 10 water starting downstream of the Blewett Falls dam on Blewett Falls Lake on
the Anson/Richmond County line.
D. Remarks: Site visit conducted on 11/05/13 to verify delineation.
E. Attention USDA Program Participants
This delineation/determination has been conducted to identify the limits of Corps' Clean Water Act jurisdiction for the
particular site identified in this request. The delineation/determination may not be valid for the wetland conservation
provisions of the Food Security Act of 1985. If you or your tenant are USDA Program participants, or anticipate participation
in USDA programs, you should request a certified wetland determination from the local office of the Natural Resources
Conservation Service, prior to starting work.
