License Article 402 approved Duke Energy�s Dissolved Oxygen Compliance Implementation Plan (Compliance Plan), filed with FERC on January 20, 2012, to meet the water quality monitoring requirements outlined in Sections III.A.2 and III.B.2 of the 401 Water Quality Certification (WQC) issued by the North Carolina Division of Water Resources (DWR). This report fulfills the annual water quality compliance reporting requirement outlined in the WQC for monitoring conducted in 2016. The data reported here conform to requirements outlined in the Compliance Plan, Section 8.0 U Compliance Monitoring and Reporting. 2.0 Compliance Monitoring As required in the Compliance Plan, the following parameters were measured at 15 -minute intervals from May 1 through November 30, 2016, in the tailwaters of the Tillery and Blewett Falls Developments: 0 Dissolved oxygen, (DO), mg/L Water temperature, °C 0 River stage height, feet Measurements were carried out by the United States Geological Survey (USGS) as required by Section 7.0 of the Compliance Plan, at the following locations: Development USGS Gage Number USGS Gage Description Tillery 0212378405 Pee Dee River at Highway 731 below Lake Tillery near Norwood, North Carolina Blewett Falls 0212880025 Pee Dee River below Powerhouse Dam near Pee Dee, North Carolina 2 3.0 Compliance Reporting Results reported here are based on approved data provided to Duke Energy by USGS after their final quality assurance review, as specified in Section 8.0 of the Compliance Plan. This report and the associated Excel file provide the following results for data collected May 1 through November 30, 2016: 0 DO and temperature recorded at 15 -minute intervals 0 Daily minimum, average and maximum DO values • Daily minimum, average, and maximum temperature values. Calculations for percent saturation (% sat) along with DO, temperature, and river stage height data measured at 15 -minute intervals at the USGS monitoring locations described above are reported in the Excel file associated with this report: Yadkin -Pee Dee Project Water Quality Data 2016.xlsx. Daily minimum, average, and maximum DO and temperature data are reported in Table 1 for the Tillery Development and in Table 2 for the Blewett Falls Development. Daily minimum, average, and maximum DO values are plotted for the Tillery Development in Figure 1 and for the Blewett Falls Development in Figure 2. Daily minimum, average, and maximum temperature values are plotted in Figure 3 (Tillery Development) and Figure 4 (Blewett Falls Development). Data Recovery DO, temperature, and stage height were measured at 15 -minute intervals, generally resulting in a total of 96 observations per day. Overall recovery rates for approved continuous DO monitoring data during the 2016 season were 99.97% for the gage at Blewett Falls Development (No. 0212880025) and 99.43% for the gage at Tillery Development (No. 0212378405). For either water quality station, routine calibration and replacements of the monitoring instrumentation by USGS field staff typically resulted in no more than one or two missing observations per event. Table 3 documents dates during the monitoring period when the USGS performed routine calibration and maintenance of the field instrumentation. Monitoring equipment malfunctions occurred early in the monitoring season at the Tillery Development (No. 0212378405). Data was being transmitted to the stationOs datalogger inconsistently early in May resulting in the replacement of the radio transmitter on May 17, 2016 by USGS staff. Data collection continued with irregular consistency due to declining power in the battery. USGS staff replaced the battery on July 20, 2016, and the instrument functioned without problems for the remainder of the monitoring season (see U M in Table 1). 3 4.0 Compliance with Water Quality Standards The WQC issued by DWR (Appendix A of the New License) specifies that DO concentrations in Project tailwaters will comply with North Carolina water quality standards which are as follows (NCDENR- DWQ, 2007): Standard for instantaneous dissolved oxygen concentration: 4.0 mg/L Standard for daily (24-hour) average dissolved oxygen concentration: 5.0 mg/L In no case during the monitoring period (May 1 - November 30, 2016) did daily average DO concentrations in the tailwaters of Tillery or Blewett Falls Developments fall below the state standard of 5.0 mg/L (see Figures 1 and 2). Similarly, instantaneous dissolved oxygen concentration in the tailwaters of Blewett Falls Development did not fall below the 4.0 mg/L standard during the monitoring period (see Figure 2). The only instance of recorded DO values below the instantaneous state standard occurred on Saturday, August 6, 2016, at the Tillery Development. For thirty minutes, the Tillery USGS gage recorded DO values of 3.9 mg/L, 3.6 mg/L, and 3.4 mg/L between 23:00 and 23:30 hours (see Figure 1). Duke Energy notified FERC and DWR on August 10, 2016, that these low values were likely a result of a heavy rainfall/high inflow event in the upper portions of the Yadkin -Pee Dee River Basin'. In response to the notification, Duke Energy was informed by FERC on January 11, 2017, that the deviation would not be considered a violation of the Project licensee.
