The North Carolina Division of Water Resources has completed a review of the 2016 Annual
Report and additional information received on July 12, 2017. This inspection was conducted to
verify that the facility is operating in compliance with the conditions and limitations specified in
Non-discharge Permit No. WQ0032855. The findings and comments noted during this
inspection are provided in the enclosed copy of the inspection report entitled "Compliance
Inspection Report".
There were no significant issues or findings noted during the inspection and therefore, a
response to this inspection report is not required.

Inspection Summary:
The Annual Report review was conducted by Beverly Price of the Asheville Regional Office.
35.48 dry tons of residuals were land applied to permitted fields in Rutherford County in 2016.
The soils analysis was done in November 2016. Three fields had pH's below 6. Field #6 had a pH 5.8 and the soils report
recommended the addition of lime; lime was added in October 2016. Two fields had pH's=5.9; no recommendations of lime
were given. All Exchangeable Sodium Percentages (ESP) were 1. All Zinc & Copper Indices were below 2000.
Nutrients/metals/TCLP analyses were conducted as required by the permit. The pH for the residuals sample was 7.25.
Heavy metals and TCLP results appeared to be within permit limits.
PAN and and heavy metal cumulative pollutant rates appeared to be within permit limits.
Pathogen Reduction was accomplished using Alternative 1 (Fecal Coliform Density). The geometric mean appeared to be
calculated correctly. The samples (7) were all collected on the same day. The EPA Manual, Environmental Regulations
and Technology, Control of Pathogens and Vector Attraction in Sewage Sludge (the Whitehouse Manual) recommends
collecting fecal coliform samples over a two-week period.
Vector Attraction Reduction (VAR) was accomplished using Alternative 3 (30-day Bench Scale). The calculation was done
on volatile solids and the calculation appeared to be done correctly with a reduction of 9.05%. However, the full
documentation required for the test was not submitted. Documentation of the temperature at time of analysis and the
laboratory bench sheets should be provided.
