ECS Southeast, LLP (ECS) is pleased to provide the following Nationwide Permit 39
Modification Request and Water Quality Certification submittal on the behalf of McKim and
Creed and C3 Investments of NC, Inc. for the development of a hotel located at 4802 Port Loop
Road in Southport, Brunswick County, North Carolina. The project area is an approximate 4.7
acre parcel, identified by Brunswick County Parcel Identification Number 2018715732777. The
project area is currently undeveloped, wooded lands in a relatively commercial and residential
area of Southport, North Carolina. The proposed project consists of the development of a hotel
with associated parking, driveways, utilities installations, and retaining wall.
An approved jurisdictional determination was issued for this project area on August 22, 2016
under SAW -2006-00900. USACE authorization for wetland and stream impacts under
Nationwide Permit 39 was received April 7th, 2017 and NCDWR approval for wetland and
stream impacts under WQC #3890 was received April 6th, 2017.
During final site planning, additional stormwater treatment was required. To minimize wetland
impacts and accommodate the stormwater management, two BMPs were designed within the
uplands on the north side of the project area. The BMPs need to function together to retain the
designed flow; therefore, an equalizer pipe joining the two BMP's is proposed. The wetland
would be open cut, pipe placed, and backfilled to original grade. No additional fill will be
discharged into wetlands or perennial streams for the BMP (satisfying the regional condition).
Installation of the equalizer pipe would require an additional 0.007 acre of temporary wetland
impacts (updated PCN and impact sheets attached).
Previously authorized impacts included 0.088 acre of permanent wetland impacts, 0.014 acre of
temporary wetland impacts, 53.7 linear feet of permanent stream impacts and 10.1 linear feet of
temporary stream impacts.
This certification request is for an additional 0.007 acre of temporary wetland impacts for
equalizer pipe installation. Total temporary wetland impacts are now 0.021 acre. Pre -
development conditions in the temporary impact area will be restored once the equalizer pipe is
installed.
