HomeMy WebLinkAboutNC0052311_Compliance Evaluation Inspection_20171020ROY COOPER Governor MICHAEL S REGAN Secretary Water Resources S JAY ZIMMERMAN ENVIRONMENTAL QUALITY October 20, 2017 Ms Ranae Smith One Williams Center, OTC -8 Tulsa, OK 74121-2186 Subject Compliance Evaluation Inspection Magellan Selma Terminal NPDES Permit No NCO052311 Johnston County Dear Ms Smith Director On September 14, 2017 Jason Robinson of the Raleigh Regional Office (RRO) conducted a compliance evaluation inspection of the subject facility The assistance provided by Mr Jimmie Williamson and Mr Larry Edwards was appreciated Below is a list of findings developed from the inspection The most recent permit became effective on December 1, 2013 and expires on March 31, 2018 Our database shows that a renewal application was received by the Division on September 29, 2017 The facility consists of a loading rack area, an ethanol and butane offloading skid with 4 off loading ports and a 100 -gallon sump -pump tank, a secondary earthen berm containment area surrounding above ground storage tanks (AST's) a lockable gate valve at the southeastern side of the secondary containment area, two small retention ponds in series Joined together with a submerged pipe, and a gate valve at the discharge point The facility does not employ an oil/water separator in the process wastewater flow Any spillage in the loading rack area drains to the sump tank and is currently pumped to AST #43 Fuel that is captured is re -blinded into the other fuels Eastern Environmental removes and further reclaims product from the petroleum contact water that is drawn off the tank 4 Water that is collected in the secondary containment area may evaporate and infiltrate Excess water may be released into the retention ponds in series via a gate valve The gate valve is kept closed except when discharging water from the containment area, as the retention ponds are spring -fed and will sometimes back-up into the secondary containment area Other stormwater collected on the southside of the pond and the roadside is also routed to the ponds Water is discharged from the ponds into a ditch behind the pond Samples are taken in the pond at the discharge pipe, as the discharge point in the ditch is typically underwater Water is typically discharged from the ponds several times a month which is reflected in the facilities eDMRs 5 Standing water that was observed in the tank containment area and in retention ponds in seriers appeared to be clear with no oily sheen at the time of the inspection 6 Lab results, chain -of -custody forms, and DMRs were complete and current, kept in good order and ready for review.
