9. PROJECT DESCRIPTION:
The project site is located at 128 Broadview Lane, adjacent to the AIWW, in Hampstead, Pender County. To
access the site from Wilmington, take US Hwy 17 N to Factory Road (SRI570) in Hampstead. Turn right onto
Factory Road. At its end, make a left onto Broadview Lane. Travel approximately 0.15 miles and the site will be
located on the right.
State permit #50-02 was issued to Allen Wooten on April 23, 2002, for the construction of the 5-slip docking
facility, maintenance dredging and the construction of a bulkhead. It was modified on July lO, 2002 to allow for
the construction of four additional boat slips. It was modified again on April 21, 2003 to authorize the relocation
of the gazebo and construction of a bulkhead south of the boat ramp. On June 14, 2004, it was modified to allow
for maintenance dredging of the marina basin. The permit expired on December 31, 2005.
The project site consists of an upland gravel parking area with a restroom building, a bulkhead, boat ramp, and
9-slip docking facility with a gazebo. The gazebo is located waterward of the bulkhead, which leads down a
ramp onto a dock measuring approximately 80' in length by 8' in width. Slips 1-5 are located on the right-hand
side of the dock and slips 6-9 are located to the left. The current water depth at the dock is approximately -4' at
Normal Low Water (NL W). Wetland vegetation located north (landward) of the existing dock consists primarily
of Salt Marsh Cordgrass (Spartina alterniflora). An existing bulkhead is stabilizing the shoreline and a concrete
boat ramp is located at the southwest corner of the property. A dock is located adjacent to the boat ramp,
allowing patrons temporary docking while loading and unloading vessels using the boat ramp.
The waters of the AIWW adjacent to the project site are classified as SA-ORW by the North Carolina Division
of Water Quality. They are NOT designated as a Primary Nursery Area (PNA) by the North Carolina
Division of Marine Fisheries, and they are OPEN to the harvest of shellfish.
PROPOSED PROJECT:
The applicant is proposing to reconfigure the docking facility, replace the bulkhead within the existing footprint
and perform maintenance dredging. The existing dock would be removed and replaced with floating docks
located on either side of the gazebo (also to be replaced). Slips 1-3 would be located on a southwestern floating
dock, which would run parallel to the bulkhead. This floating dock would measure 40' in length by 6' in width.
Two finger piers would extend perpendicular to the float, each which would measure 24' in length by 3' in
width, Slips 4-9 would be located northeast of the gazebo. A ramp would lead from the gazebo onto a floating
dock measuring 23' in length by 6' in width. A 90' in length by 6' in width floating dock would then extend
perpendicular to the end of this dock. The 90' dock would be located approximately 8' northeast of the existing
dock and three additional finger piers, measuring 24' in length by 3' in width, would be constructed
perpendicular to this floating dock. A fourth finger pier, of the same dimensions, would be constructed at an
angle to the 90' dock to create a corner slip, numbered 4 (see Sheet 3 of 5 for details). A tie piling is also
proposed between Slips 3 and 4. Four pilings would be placed on the opposite side of the 90' dock and cleats
and rubrails would not be installed to prevent the docking of vessels on the northeastern side of the facility. The
gazebo is proposed to be replaced in approximately the same location as the existing structure. The drip line of
the current structure does extend approximately 2' landward of the bulkhead, however, the plans appear to show
the proposed location at and waterward of the bulkhead. The applicant also proposes to replace and extend the
floating dock adjacent to the bulkhead and boat ramp. A 100' in length by 6' in width floating dock is proposed

would also be replaced within the existing footprint, as proposed. The applicant also wishes to perform
maintenance excavation. The area to be dredged measures approximately 105' in length by 114' in width within
the basin. The applicant is also proposing to excavate the channel connecting the basin to the AIWW. This area
would measure approximately 555' in length and 40' in width (also see Sheet 3 of 6). Final projects depth
would be -4' at ML W. Approximately 4,300 cubic yards of material would be excavated using a hydraulic
dredge. Excavated material would be deposited on US Army Corps of Engineers (USACE) Dispsoal Area #205.
The spoil disposal site is owned by Mr. June Carter Little Testamentary Trust. A notarized consent agreement
has been submitted for the disposal of spoil material on the property, signed by Mr. Jack Little, Successor
Trustee. A consent agreement has not yet been issued by the USACE at this point due to the site's current use
for another project. However, Justin Arnette with the USACE has emailed an informal statement that approval
is pending, and will be issued when the current project and consent agreement is terminated.
10. ANTICIPATED IMPACTS
The excavation of the channel would disturb approximately 22,200 ft.2 of shallow bottom. The dredging of the
boat basin would disturb approximately 11,970 square feet of shallow bottom. The operation would likely
result in a temporary increase in turbidity, The high ground disposal would result in approximately 5 acres of
land disturbance. The docking facility would incorporate approximately 4,834 square feet of Estuarine Waters
and Public Trust Area. The replacement of the bulkhead would result in the disturbance of approximately 3,360
square feet of high ground. The proposed docking facility would not encroach into either 15' riparian setback.
It would extend beyond 'l4 width of the waterbody, however, it is located within a natural basin.

Hampstead Marina
Maintenance and Revitalization Project
Proiect Purpose
Hampstead Marina, located at 128 Broadview Lane in Hampstead, North Carolina,
provides boat launch and wets lip services in Pender County. The marina is constructed
in a manmade basin located adjacent to the AIWW and north-northwest of Howard's
Channel at New Topsail Inlet. The facilities currently include a 26 foot wide boat ramp,
nine (9) floating dock slips, a gazebo, bathroom facilities, and parking for approximately
100 vehicles with trailers. The marina provides water access to over 400 individuals in
the Hampstead area. The main clientele are small trailerable vessels under 26 feet in
length.
Proiect Need
The maintenance dredging and existing slip configuration were permitted under the
CAMA Major Permit #50-02 in 2002. Maintenance dredging occurred at that time and
again under a minor modification issued in 2004. Currently the basin, which has a
permitted design depth of -6.0 ft MLW, has shoaled to depths of -1.0 ft to 4.0 ft MLW.
A large portion of the shoaling has occurred within the slip areas and against the existing
bulkhead. Maintenance dredging is required in order to maintain the existing use of both
the slip and boat ramp facilities. The preferred method of dredging is to utilize a cutter
suction dredge to remove the shoal material and transport it to the USACE Disposal Area
#205, located at the confluence of Howard's Channel and the AIWW. In order to access
all of the areas requiring dredging, the floating docks will need to be removed. This
provides for an opportunity to reconfigure the slip facilities into a more ergonomic
configuration. The marina will still only be providing in water dockage for boats under
26 ft in length.
In addition to the dredging and dock reconfiguration, analysis of the as-built drawings of
the existing wooden bulkhead indicate that the structure will be inadequate to retain the
upland material after dredging is performed. The existing T &G timber is driven to a
depth elevation of -4.0 ML W. This depth is insufficient to retain "kick-out" of the toe
once dredging is complete. Therefore, the bulkhead will be replaced, and the new
bulkhead (vinyl sheet pile) will driven to a depth of -14.0 ML W, in order to prevent
upland "kick-out" No additional back fill will be necessary, as the upland material is
currently in situ. .

Proiect Plan
The proposed marina will vary in design, but will encompass the same general footprint
as the existing marina, with exception of the boat launch dock, it will be 25-feet longer.
The addition in length is not intended to provide additional wet slip space, but

Overall, the proposed marina consists of four (4) 6- foot wide floating docks (23', 40',
90', and 100' in length, six (6) 3'x24' floating finger piers, three (3) 4'x19' dock ramps,
one mooring piling, and one fixed 16' x 16' gazebo. The entire marina will consist of
nine (9) boat slips. In order to prevent boats from mooring along the eastern side of the
100-foot floating dock, no cleats or rub rails will be installed, and four (4) dock pilings
will be placed on the referenced portion of the dock.
Existing water dependent structures (docks, mooring pile, & gazebo) will be dismantled
in order to allow the hydraulic dredge full access to the site. Once the dredging is
complete, the existing bulkhead will be removed and replaced. Once the new bulkhead is
in place, the new docking facilities will be installed. Due to the environmental windows
associated with hydraulic dredging, the work is scheduled to be performed during the
month of October through March. In order to avoid coastal wetlands and shell bottom the
previously permitted excavation area has been reduced by 5,800 ft2 (see Sheet 3). The
dredging limits will extend to a depth of -6 ML W, and will result in a 3: 1 side slope. In
areas near and adjacent to shell bottom and coastal wetlands the side slopes are
anticipated to be 2:1. and should avoid any impacts to these habitats. No dredging will be
allowed within ten (10) feet of the shell bottom or coastal wetlands. Furthermore, the side
slopes will be formed by the anticipated sluffing, and will not be created by mechanical
means.
An island of shell bottom and coastal wetlands exist directly southeast of the marina. The
small island of coastal wetlands is located beyond the limits of the proposed dredging
activity. This area of the project consists of 1:2 side slopes extending from the toe of the
dredged basin. As depicted on Sheet 3 of 4, a portion of the shell bottom (360 ft2) is
within the side slope area. The shell bottom will not be removed, or directly impacted by
the dredging activity. Rather, it might be slightly affected by the anticipated sluffing of
the side slopes. The purpose of the proposed dredging activity is to efficiently maintain
the existing facilities and restore the boat basin depth to its previous elevation. The
project is limited by the relatively small size of the marina boat basin, and all efforts to
avoid the shell bottom were conducted to the maximum extent practicable.
Additionally, there is known shell bottom directly west of the boat ramp. However, this
area of shell bottom is completely outside of the dredging limits and side slope.
Furthermore, there is an area of coastal wetlands along the northeast corner of the
bulkhead. These coastal wetlands will also be completely avoided.
Spoil Disposal
The current plan is to perform this dredging in conjunction with the Mill Creek Waterway
Restoration (MCWR) dredging project. The projected volume of dredged material from
the MCWR is 28,600 cy, and the projected volume of dredged material from the

Hampstead Marina is 4,300 cy. Both projects are proposing 'to dispose of the dredge
spoil at DA #205 (COE JD following project narrative). Based on a survey conducted on
August 14, 2008, DA # 205 has the capacity to hold 42,300 cy of dredged material.
Therefore, there should be ample volume available for each project.

DA #205 is located on privately owned land. The current property owner is Mr. Jack C.
Little. Mr. Little has been advised of the proposed project, and is approval is included
within the Consent Agreement section of this report, It is noteworthy, that he has granted
permission to MCWR to use his land for dredge spoil placement, and the Hampstead
Marina will not place dredge spoil at DA #205 until the MCWR has completed dredging
activity.
