Nourish the recreational beach area with beach quality sand (93.2% sand). The nourishment area will extend 40' waterward of the existing bulkhead and no more than 15' waterward of MLW. After reviewing your application, we have determined that General Water Quality Certification Number 3274 covers this activity. This Certification allows you to use your CAMA Permit when the NC Division of Coastal Management issues it. Please keep in mind that there may be additional Federal, State or Local regulations applicable to your project, such as (but not limited to) Sediment and Erosion Control, Non-Discharge and Water Supply Watershed regulations and Coastal Stormwater. In addition, this approval will expire when the accompanying CAMA Permit expires unless otherwise specified in the General Certification. This approval is only valid for the purpose and design that you described in your CAMA application dated November 29, 2001. If you change or modify your project, you must notify the Division (DWQ) in writing and you may be required to send us a new application for a new certification. PROJECT SUMMARY: The applicant proposes to initiate maintenance dredging of their existing marina basin and deposit the material along a portion of their shoreline to renourish an estuarine beach. Carciina Yacht Club t Page 2 9. PROJECT DESCRIPTION: Carolina Yacht Club is a private club located at 401 South Lumina Ave., in Wrightsville Beach, in New Hanover County. The three (3) acre site extends from the Atlantic Ocean to Wrightsville Sound. The existing facilities include an oceanfront clubhouse which houses meeting rooms, dining hall, showers, locker/dressing areas, etc. A large parking lot on the east side of Waynick Blvd. separates the clubhouse from the water related amenities located on the western shoreline of the property. The project site is this portion of the Carolina Yacht Club property, located on the west side of Waynick Blvd., adjacent to Banks Channel. The property is approximately 460 feet wide and varies from 55-95 feet in depth from Waynick Blvd. The property is approximately 8 feet above mean sea level. The facilities include; a storage lot for small sailboats, floating docks (7), two (2) boat ramps, a davit launch and retrieval area, and a fixed pier and gazebo/pavilion. There is an existing bulkhead along the property's shoreline. The applicant has obtained CAMA General Permit # 28370-D and is currently replacing 100 linear feet of the southern end of the bulkhead. This permit also authorizes the construction of a wooden groin, perpendicular to the bulkhead, at the southern property line. The applicants have regularly maintained the marina basin under State Permits 57- 83 and 50-93. State Permit 50-93 is still active. The Wrightsville Beach Land Use Plan classifies Banks Channel as Conservation, and the adjacent highground in the project area as Developed. This part of Banks Channel is within the designated Wrightsville Beach Recreation Area and is classified as SB#, by the N.C. Division of 'Water Quality. These waters are not designated as a Primary Nursery Area by the N.C. Division of Marine ]Fisheries, and they are CLOSED to the harvest of shellfish. The applicant proposes to complete maintenance dredging within the existing marina basin area and utilize the excavated sand to renourish an estuarine recreational beach area located north of the fixed pier. Tidal action, boat wakes, and storm events have lowered the beach profile in recent years and severely limited the members use of this area. The dimensions of the excavation area would be 240 feet long, 70 feet wide, to a depth of -6 feet at mean low water (MLW). The applicant calculates that 1250 cubic yards of sand would be removed by this maintenance dredging project. The dredging would be accomplished using a barge-mounted mechanical excavator, equipped with a clam-shell bucket to allow for partial de-watering of the excavated material. The excavated sand would be placed on the barge and transported to the recreational beach, to be placed in an area 160 feet long and 40 feet in width, waterward from the existing bulkhead. The renourishment should raise the beach elevation approximately 3 feet. To mitigate any effects of the project to adjacent property owners, the applicant proposes to taper the renourishment area over the shoreline of the adjacent lot to the north and renourish the shoreline of the lot on the south side of the new groin. The two additional nourishment areas would be 50' X 30' X +3' (north lot) and 70' X 30' X +3.5' (south lot). The applicant has included copies of the adjacent property owners deeds and their letters of permission and approval of the project, as well as, grain size analysis data indicating compatibility of the excavated material for beach renourishment. 10. ANTICIPATED IlVIPACT The proposed project would result in the disturbance of 16,800 square feet of previously dredged shallow bottom. The deposition of excavated sediments on the estuarine beach would disturb an additional 10,000 square feet of shallow bottom. The project would create approximately 1,250 cubic yards of sandy spoils materials. There would be increased turbidity levels, in both the excavation and deposition phases of project activity. The project would restore the use of the recreational beach area by the club's members. Submitted by: E.F. Brooks Date: 11/279/01 Office: Wilmington PROJECT NARRATIVE CAROLINA YACHT CLUB - WRIGHTSVILLE BEACH, NC Activities proposed in the accompanying CAMA Major Permit application are part of an on- going waterfront maintenance/improvement plan for Carolina Yacht Club along Banks Channel of Wrightsville Beach, NC. As part of the club's necessary maintenance of existing wateruse (including boat launch/retrieval and dockage), periodic dredging of the boat basin and docking area is necessary. Dredging and nourishment activities at the yacht club have been previously permitted under DCM Permits 57-83 and 50-93. Approximately 16,800 sf of shoaled area will be excavated to a mean depth of-6' MLW (equivalent to approximately 1250 cubic yards of material). In addition to the proposed maintenance dredging, the applicant will plan to nourish the recreational beach area with beach quality sand material (93.2% sand) excavated from the shoaled waterfront area. Mechanical operation of clamshell buckets will allow for partial dewatering of excavated sand. The material will be placed on a barge and transported to the beachfront for nourishment. An approximate 6,500 sf area is targeted for beach nourishment in order to maintain the recreational use of this area (refer to attached drawing). The nourishment area will extend 40' waterward of the existing bulkhead and no more than 15' waterward of MLW. The balance of the material will be placed on the beachfront of both the northern and southern adjacent property owners (deeds and consent letters provided in the application). The maximum footprint area for nourishment on these two beachfronts will be 1,500 sf (for the northern adjacent property) and 2,100 sf (for the southern adjacent property). As part of the beachfront maintenance plan, the applicant proposes to install a wooden groin along the southern riparian line of the yacht club to a distance no greater than 25 ft waterward. The purpose of the groin is to alleviate shoaling of material into the dredged area around existing docks. At the same time, the groin will prevent the loss of material from the beachfront of the southern adjacent property. Wave action along Banks Channel is the predominant force for the reworking of sediment in this area. As a result, material from the adjacent property to the south may be redistributed into deeper areas around the yacht club's docks.
