PROJECT DESCRIPTION: The project site is located at 330 and 410 Waynick Blvd., adjacent to Banks Channel in Wrightsville Beach, New Hanover County. To get to the properties from Wilmington cross the drawbridge and continue on Causeway Drive to Waynick Blvd. Take a right onto Waynick Blvd. Travel approximately 0.5 miles and the Carolina Yacht Club is located on the left and the marina is located on the right. The estuarine side of the properties are a combined 40,800 ft.'- with 480 linear feet of shoreline. The current elevation of the properties are approximately 5' to 8' above normal high water (MHW). The project sites are adjacent to residential properties on the north and south sides and is boarded by Banks Channel to the west and Waynick Blvd. to the east. The highground portion of the property is primarily paved. The property currently has an asphalt parking lot, wooden pavilion, two concrete boatramps, bulkheading, one fixed and seven floating docks. The Carolina Yacht Club has obtained the following permits: 1) Major Permit 957-83 for maintenance excavation. 2) Major Permit #50-93 for maintenance excavation. 3) General Permit 428370-D for wooden groins on the southern side of the southern boat ramp. CAMA Major Permit #11-02 issued on January 30, 2002 to the Carolina Yacht Club, authorizing maintenance excavation of the marina area and then depositing the material along a portion of their shoreline to renourish and estuarine beach. The Town of Wrightsville Beach Land Use Plan classifies the upland areas of this project as Developed. The waters of the project site are classified as SB by the NC Division of Water Quality. The NC Division of Marine Fisheries has NOT designated this area of Banks Channel as a Primary Nursery Area, and the waters adjacent to the proposed project are closed to the harvesting of shellfish. PROPOSED PROJECT: The applicant is proposing to install a vinyl groin measuring approximately 60' in length and 4' in width. The groin would be located 6' south of the northern riparian line. Also, the applicant is proposing to perform maintenance dredging in a basin area measuring approximately 240' in length and approximately 60' width to a final depth of -8' @ NLW. The applicant states that the excavation would be performed using a barge and bucket. The material would be dewatered on the barge. The applicant proposes to use the material to re-nourish an estuarine recreational beach area. The beach area is located on the water-ward side of the bulkhead and between the proposed groin and the existing boat ramp. The beach area would measure approximately 60' in width and 125' in length, to an average elevation of 3' above MLW. The size would be dependent on the amount of material excavated. ANTICIPATED IMPACTS The proposed installation of the groin, basin excavation and estuarine beach nourishment would result in the disturbance of approximately 14,400 ft= of shallow bottom. The dredging operation would likely result in a temporary increase in turbidity. Approximately 710 cubic yards of material would be removed for the basin area. The groin installation and the estuarine beach nourishment would result in the incorporation of approximately 7,800 ft.' of public trust area. Submitted by: J. W. The adjacent property abutting Carolina Yacht Club to the north is a private lot owned by Ms. Billie Little. Work is proposed on both the CYC and the Little property. The CYC parcel currently contains an existing yacht club with an asphalt parking lot and boat storage area, wooden pavilion, bulkheading, two concrete boat ramps, open water docks, a fixed pier, and an estuarine beach area. The Little property is bulkheaded and has a single-family residential pier. Adjacent uses are similar and are largely residential. Banks Channel is classified as "SB" by the NC Environmental Management Commission, and no Primary Nursery Areas exist. Carolina Yacht Club, Inc., and Ms. Little request authorization to: (1) perform maintenance dredging within the footprint of the existing open water docks on the CYC property (2) install a 60'- long groin along the northern riparian corridor of the CYC property and (3) place the excavated material south of the proposed groin on the CYC property and north of the groin on the Little property in order to stabilize and nourish the existing estuarine, recreational beach. The Yacht Club (established in the 1800's) has a long history of waterfront maintenance and improvement activities, and the currently proposed work would continue that on-going effort. The proposed dredging would be maintenance dredging and would be located within the footprint of the existing docks. The proposed fill area has also been previously nourished with material dredged from within this same dock footprint. Dredge and fill within the currently proposed footprints was previously done under the authorization of a 2001 CAMA Major Permit. Other known CAMA permits for the property include CAMA Major Permits 57-83 and 50-93, CAMA General Permit issued 1/5/1999 (No. 020642-D), and a Dredge and Fill permit issued 11/12/1996. The proposed groin would be located 6' south of the riparian corridor boundary between the CYC and Little properties (as defined by the Town of Wrightsville Beach rather than NC CAMA definition). In addition to being a co-applicant on the project, a waiver from Ms. Billie Little is included in this application and waives the 15' setback requirement to allow for placement of the groin in this location. The groin would extend 60' from the existing bulkhead and would be constructed of vinyl sheet pile with walers and wooden piles. The top of the proposed groin would be located 1' to 2' above MHW. Reflectors, per requirements of the US Coast Guard, would be placed along the length of the groin. The terminal end of the groin would be located 50' to 60' landward of the established pierhead line (which is the most restrictive length limitation due to the width of Banks Channel). Proposed maintenance dredging would be to a final depth of -8' MLW and would be done via "bucket to barge" excavation. Material will be de-watered on the barge before being placed on the proposed fill area. Texture analysis of several shallow sediment samples found the excavated material is expected to be a minimum of 90% sand. Upland portions of the property are completely developed, and no natural vegetation remains. All proposed work would be located waterward of the existing bulkhead. Due to the history of shoreline stabilization and dredging, no coastal marsh vegetation exists along the shoreline. 1 5 An exemption from state stormwater permitting is requested since no upland work is proposed and all work would be located in public trust waters below MHW. ;- 2008 Nfi - DN", NC DCM MP-!
