HomeMy WebLinkAboutNC0073172_LR-2017-0006_20170925KINDS" MORGAN TERMINALS October 18, 2017 ��/S / `�2.�o �q®'o `3 6e"V 0':5�9� Mr John Hennessy NC DENR Division of Water Resources WQ Permitting Section - NPDES 1617 Mail Service Center ����'��/��®����� Raleigh, North Carolina 27699 Subject Kinder Morgan Wilmington Terminals, LLC OCT 2 5 2017 Woodbine Street Terminal ;�<, :,�,aiity NPDES Individual Wastewater Permit No NCO073172 £*; t 7:„�4i� ; Section to Rescind Permit Dear Mr Hennessy, On June 14, 2017, two representatives from the NCDENR DWR Wilmington Office and one representative from the NCDENR Raleigh office visited the Woodbine Street Terminal to evaluate terminal operations and outfall currently covered under the NPDES Wastewater Permit No NCO073172 for wastewater discharges associated with a bulk -chemical storage facility Based on the evaluation and the nature of the discharge associated with the terminal, Woodbine Street Terminal respectfully requests for NCDENR to rescind Permit No NCO073172 The Woodbine Street Terminal is a bulk liquid storage facility with no exposure of products to stormwater and does not generate wastewater The facility has discharged only once in the past three years and that was the result of a catastrophic storm event The discharge was solely comprised of storm water Furthermore, the majority of the site is located on property owned by the NC State Ports Authority (NCSPA) With the exception of one 481,000 gallon asphalt storage tank, all product storage is located on NCSPA property Stormwater from all SCSPA property and associated bulk storage tanks is discharged from the NCSPA stormwater outfalls covered under the NCSPA's storm water permit and SWPPP Due to the above factors and the infrequent discharge and the low parameter effluent characteristics, the Kinder Morgan Woodbine Street Terminal respectfully requests for NCDENR to rescind Permit No NCO073172 Currently, Woodbine Street Terminal is applying for coverage under NPDES General Permit NCG080000 for the stormwater discharge associated with the asphalt tank containment area If you have any questions or require additional information, please contact me directly at 910-763- 0104 or Margaret Sembos, Regional Sr EHS Specialist at (843) 853-0453 S rely, Troy rtz Terminal Manager Kinder Morgan Woodbine Street Terminal S cc Jim Gregson, NCDENR, Wilmington Regional Office Margaret Sembos, Kinder Morgan Sr EHS Specialist, SER KMT Core Principles Safety Will Not Be Compromised - Environmentally Compliant and Responsible Operator- Ethics and Integrity
