Project Description:
Replace Bridge 55 on SR 1324 (Kennedy Home Rd.) over Whitelace Creek in Lenoir County.
Area of Potential Effects (A.P.E.) is approximately 161 meters (528 ft.) long and 18 meters (60
ft.) wide. No design plans provided.
SUMMARY OF CULTURAL RESOURCES REVIEW
Brief description of review activities, results of review, and conclusions:
The review included an examination of a topographic map, the Lenoir County soil survey, an
aerial photograph, and listings of previously recorded sites, previous archaeological surveys, and
previous environmental reviews at the Office of State Archaeology (O.S.A.). The A.P.E. is
oriented approximately north-south.
The topographic map (Deep Run, N.C.) shows the A.P.E. is located on an upland flat. Whitelace
Creek appears to be a seasonal stream. The streambed is very straight at the bridge location, as is
much of the streambed upstream (west). Also, several of its tributary streams (or maybe
drainage ditches?) upstream (west) of the bridge are very straight. It is possible that Whitelace
Creek and its tributaries were altered/straightened, perhaps as part of draining poorly-drained
soils for agriculture. The A.P.E. is depicted as cleared (for agriculture?) on both sides of the
bridge.
The soils in the A.P.E. are Johnston soils on the north side of the bridge, and Johnston soils and
Pactolus loamy sand on the south side. Johnston soils are nearly level, very poorly-drained soils
found on floodplains. Pactolus loamy sand is a somewhat poorly-drained soil found on uplands
and stream terraces. Landforms with poorly-drained soils have a low potential for archaeological
sites.
The aerial photograph shows the landuse in the A.P.E. is a mix of forest, agriculture, and
residential. The southeast quadrant is a residential yard. The southwest quadrant is an
agricultural field. The northwest quadrant is either an agricultural field or a stand of very young
trees (pines?). The northeast quadrant is planted trees (pines?).
A review of information at the O.S.A. shows there are no previously recorded archaeological
sites within or adjant to the A.P.E. The A.P.E. has not been previously surveyed for

archaeological sites. Two surveys have been conducted a short distance north of the A.P.E.
Loubser (2004) conducted a survey of a proposed water treatment plant and associated intake
parcels. The water treatment plant is located approximately 535 meters (1,755 ft.) north of the
bridge. The survey identified seven archaeological sites near the A.P.E., all recommended
ineligible for the National Register of Historic Places (NRHP). O'Neal and Cornelius (2005)
conducted a survey of several water distribution system corridors and aboveground facilities.
One of the surveyed sewer lines is located approximately 334 meters (1,095 ft.) northeast of the
bridge. The survey identified three archaeological sites in the sewer line, all of which were
recommended ineligible for the NRHP.

The landforms within the A.P.E. appear to be poorly-drained.
