The power company and their subs are asking to install crane mats from the shoulder across the ditch and into the HC area at each of the pole relocations and leave them in place until the work is completed and the line is energized. This work will take approximately two months. The justification for leaving the poles in place until the work is completed are as follows: * Several subs will be working on the line at one time to expedite the work and will need to move back and forth to each location for drilling of the holes, setting of poles, hanging blocks transferring of wires and energizing of the power. * Since they are working under the existing powerlines and from the shoulder, the mats can cannot be laid in place with a crane and will need to be dragged into place. The Division feels that placing the mats and leaving them in place will cause less disturbance and harm to the wetlands versus of dragging them in and out of the wetlands. * Setting them in place once will be safer and provide a better and more stable access/ platform for the equipment. There may be times when a matted area will not be access for a week, but we feel that this is still the best and safest methodology. Please let me know if you agree or have concerns with this proposal. The sub wants to install mats, and leave them in place; to perform the drilling of the holes, setting of poles, transferring of wires and energizing of the power, which will likely take 2 months. Do you find this acceptable? I think this impact causes less damage than setting and removing of the mats for each process. Let me know your thoughts, contact me if you need more details. Thanks.
