Re: City of Raleigh - Cameron Village Stream Enhancement, DWQ # 08-1749 Wake County, North Carolina Dear Mr. McMillan: On behalf of our client, the City of Raleigh, Kimley-Horn and Associates, Inc. is submitting the response to your request for additional information dated December 10, 2008 in regards to the subject project. Please find the attached plan sheets that show the erosion control plans over-laid with the Neuse Buffers depicting the extent of the proposed buffer disturbance. As you can see, the plans call for tree protection fencing, delineating the maximum potential disturbed area. Also, the plan sheets indicate the locations where the larger trees will be removed. Only the trees that had to be removed to construct the stabilization are proposed for removal. The landscaping plans (provided with the application) account for the replacement of all these trees, although not necessarily in the original location. Since prior to 1997, the existing use of the buffer areas proposed to be temporarily disturbed is as City of Raleigh parkland. This use as parks will continue as defined in the Buffer Rules (15A NCAC 2B .0233(3)(b)). The landscape plans call for re-vegetation of the disturbed areas as shown. The types of vegetation selected are intended to maintain the existing character of the parks. The statement in Section X, No. 3 was intended to emphasize the fact that the project will not increase impervious cover within the buffers, but that disturbed areas will be replanted with park-type vegetation as shown in the landscape plans, thus maintaining the vegetated nature of the parks.
