Dear Mr. Spencer,
On behalf of the North Carolina Department of Transportation (NCDOT) THE LPA
GROUP of North Carolina, p.a. is requesting a Jurisdictional Determination for wetland
areas associated with seven bridges of NCDOT Bridge Group 46 from the United States
Army Corps of Engineers (USACE). These bridges consist of-
1 . Bridge No. 8 (TIP B-4029) in Bladen County on NC 210 over an Unnamed
Canal.
2. Bridge No. 10 (TIP B-4078) in Columbus County on NC 130 over a
Waccamaw River Overflow.
3. Bridge No. 148 (TIP B-4080) in Columbus County on SR 1437 over Pine Log
Swamp.
4. Bridge No. 80 (TIP B-4092) in Cumberland County on SR 1108 over Little
Rockfish Creek.
5. Bridge No. 28 (TIP B-4204) in Montgomery County on NC 109 over Rocky
Creek.
6. Bridge No. 43 (TIP B-4207) in Moore County on NC 22/24/27 over
McLendons Creek.
7. Bridge No. 14 (TIP B-4274) in Scotland County on NC 144 over Big Shoe
Heel Creek.
Enclosed for each bridge are a Site Vicinity Map (Figure 1), a map depicting the mapped
wetland boundaries (Figure 2), site photographs, and wetland/upland datasheets.
During the field delineation, jurisdictional areas were identified using the three-parameter
approach (hydrophytic vegetation, hydric soils, and wetland hydrology) established in the
USACE Wetland Delineation Manual (1987). Wetland boundaries were originally
delineated by THE LPA GROUP of North Carolina, p.a in the spring of 2004. The sites
were revisited and re-flagged on May 8-11 and May 18-19, 2006. Wetland boundaries
were flagged and mapped in the field using alpha-numerically sequenced flags and a

Trimble Pro-XR Global Positioning System (GPS) unit with reported sub-meter
accuracy.
The bridge sites contained the following wetland types:
B-4029 (Bladen County) - Over an Unnamed Canal
• Approximately 1.5 acres of mixed hardwoods and disturbed areas (logged areas).
B-4078 (Columbus County) - Over an Unnamed Waccamaw River Overflow
• Approximately 2.5 acres of mixed hardwoods and disturbed areas (powerline
ROW).
B-4080 (Columbus County) - Over Pine Log Swamp
• Approximately 2.1 acres of mixed hardwoods and wooded swamp.
B-4092 (Cumberland County) - Over Little Rockfish Creek
• Approximately 0.16-acre of mixed hardwoods.
B-4204 (Montgomery County) - Over Rocky Creek
• No wetlands were identified/flagged at this project site.
B-4207 (Moore County) - Over McLendons Creek
• Approximately 0.2-acre of a floodplain pool and disturbed areas (powerline
ROW).
B-4274 (Scotland County) - Over Big Shoe Heel Creek
• Approximately 1.01 acres of mixed hardwoods.
THE LPA GROUP of North Carolina, p.a. is requesting that the wetland delineation be
approved by the USACE as a wetland approximation. If a field visit is required for any
