This area is utilized by anadromous species, however recent data collection at this
location did not indicate larval or juvenile species utilizing the project area as
late as September of this year Therefore, taking into consideration our updated
data, NCWRC will agree to reduce the original requested moratorium of Feb 15 to
September 30 However, due to the presence of anadromous species, an in water work
moratorium from Feb 15 to June 15 is still applicable

Replacement of Bridge No 103 on NC 32 over Runyon Creek
Travis,
As you are aware, there is a history regarding the moratorium for this project NCWRC
has requested an in-water work moratorium from February 15 to September 30 due to
anadromous fish including striped bass, American shad, river herring, and hickory
shad (letter dated letter dated 2/5/2004 and emails in 2006, 2007, 2008)
The moratorium is longer than those typically proposed for inland waters considering
that this is not a primary nusery area This leaves a small window to remove existing

piles, construct a temporary work bridge, and place 6 bents in the water It is
estimated that the moratorium will delay completion of the bridge by 10-12 months and
cost an additional $250,000
Additionally, the off-site detour for the project is appromately 2 2 miles
NCDOT estimates the removal time of the existing timber piles is one week
Estimated installation time of the driven piles is one week per bent This includes
the preparation and set-up time which typically does not disturb the water and
sediment Removal of the existing bents and installation of the temporary work bridge
bents and bents for the new bridge during the moratorium would result in a
significant savings in both time and money
we are asking that you reconsider reducing the moratorium time period therefore
allowing us to complete these activities in a timely and cost effective manner
