Additionally, a plastic cover of at least 10-mil should be used to eliminate the generation of leachate during rain events. Please tell Mr. Sampson he can contact me directly if he has any questions. One is Coastal Environmental Partnership in Cove City, NC, and the other is Republic Services of North Carolina, LLC in Aulander, NC. We will be moving the material from the vessel basin on the Coast Guard facility in Atlantic Beach to one of the two above-indicated land-fills, with a stop to dry the material at the Julian Brown sand mine. We anticipate that the dredged material will begin to accumulate at the sand mine for drying over the course of 3 – 4 weeks, depending on how weather affects the dredging progress. We anticipate that the material will need to reside at the sand mine drying location for 30 to 60 days, depending on weather, to achieve the desired level of moisture content. The owner of the sand mine wishes for his site to be clear of the material, no later than 1 January 2013, and we plan to have the material moved to its ultimate required disposal site well before this date, but no later than this date. I am attaching a copy of the soil analysis so that you may review it for compliance with State limits. If you will kindly provide us feedback on any protective measures that might be required relative to groundwater, stormwater, and mixing with onsite soils, this will facilitate our being able to bring these matters to the attention of the Mining Commission for their consideration when evaluating this proposed use under the existing Mining Permit, and allow us to plan for putting in place any needed control/protection mechanisms. As you requested, I am also sending an email to the Corps of Engineers, (Christy Wicker), asking her to include you on their emails to and from the Coast Guard.
