Wilson, Supervisor Western NPDES Program Subject: Speculative Limits Request: Central Care, Inc. NPDES Permit No. NCO038822 Surry County The NPDES Program has performed a preliminary model for the potential relocation of the discharge from the Central Care WWTP. I For the proposed location on the unnamed tributary to Stewarts Creek at Highway 601, the following flows were estimated (reference USGS Low Flow Report) based on a drainage area of 1.61 mi2: 7Q 10s = 0.21 cfs 7Q 10w = 0.34 cfs Qavg = 2.17 cfs Using these flows, a Level B model was performed for the permitted flow of 0.01 MGD. The results of the Level B model indicated th6 following limits would be protective: PF = 0.01 MGD BOD5 = 30 mg/1 NH3-N (summer) = 11 mg/1 (no winter limit) Residual chlorine = 28 ug/1 ; (no effluent D.O. limit) Other limits would remain the same. If you have any questions, please contact me at (919) 733 - 5083, ext. 510. .S SUMMER MODEL RESULTS Discharger : CENTRAL CARE Receiving Stream : UT STEWARTS CREEK ---------------------------------------------------------------------- The End D.O. is 7.80 mg/l. Can we get a set of speculative limits if I sent a topo showing the proposed location? Mainly interested in NH3-N. Mike. Yes. Only Jackie & Toya do modeling, so it will take a little while. Paul informed me that we would do a spec in this case. Normally we don't do them for private facilities. Send me the request. I'll meet with Susan to see who will model it. One compliance option is for them to extend the outfall to a positive flow stream. What criteria is used to determine if a facility gets a NH3-N limit? The ammonia toxicity policy is attached. I think it answers your question ... I think. CHW 1 of 1 8/31/2006 2.50 PM Permit NCO038822 A. (I.)
