9. PROJECT DESCRIPTION:
The project site is located at 4693 Peoples Way, adjacent to the Atlantic Intracoastal Waterway (AIWW),
near the town of Shallotte, in Brunswick County. To find the property from Shallotte, travel south on NC
Highway 179 approximately 4 miles to Bricklanding Road SW. Turn left onto Bricklanding Road SW
and travel approximately 1.3 miles to Peoples Way and turn left. Peoples Way cuts through the northern
section of the subject property and Devane Road SW cuts through a portion of the property to the south.
The subject property is approximately 2.38 acres with approximately 118' of shoreline frontage on the
AlWW. The elevation of the property varies from approximately 0-16' above normal high water
(NHW). The upper portion of the subject site has several existing mobile camping units and is vegetated
with lawn grasses, shrubs and Oak trees. The southwest portion of the property located between Devane
Road SW and the AIWW is currently vacant with vegetation consisting of lawn grasses, shrubs, and a
few palm trees on the high ground. There are coastal wetland plant species located on the site adjacent to
the AIWW, which consist of Salt Meadow Grass (Spartina patens), Glasswort (Salicornia spp.), Sea
Lavender (Limonium, spp.) and Smooth Cordgrass (Spartina alterniflora).
The Brunswick County Land Use Plan classifies the upland areas of this project as transitional. The
waters of the project site are classified as SA by the NC Division of Water Quality. These waters are
NOT designated as Primary Nursery Area (PNA) by the NC Division of Marine Fisheries and they are
OPEN to the harvest of shellfish.
PROPOSED PROJECT:
The applicant is proposing to construct a campground consisting of 15 campsites with water and sewer,
a community boat ramp, boat launching assist pier, and a pier with a gazebo/crabbing dock. As
proposed, all 15 campsites will be located landward of the 75' Estuarine Shoreline AEC (see Sheet 6 of
18). The application states that the entire tract (2.38 acres) will be graded or disturbed and result in a
total of approximately 20,626 sq. ft. of impervious surface coverage for the entire tract of which,
approximately 1,500 sq. ft. will be located within the AEC. Currently there are 6 mobile campers in
place on the northern side of Devane Road SW.
The applicant is proposing to install a concrete community boat ramp measuring approximately 20' in
width by 80' in length by 12" thick (see Sheets 8-10 of 18). As proposed there would be an asphalt
driveway and approach to the proposed ramp, which would measure approximately 20' in width and
connect to Bricklanding Road and Devane Road. The proposed location of the boat ramp is in an area
that historically has been used as an unimproved boat ramp with the users placing old carpet remnants
over the marsh and into the water for a ramp surface. As proposed, the boat ramp would result in the fill
of approximately 384 sq. ft. of coastal wetlands consisting primarily of Salt Meadow Cordgrass
(Spartina alterniflora), Sea Lavender (Limonium, spp.) and Glasswort (Salicornia, spp.). The ramp
would terminate approximately 35' landward of normal low water (NLW). No excavation is proposed
for the installation of the ramp. The applicant states that a quick dry compound will be added to the
concrete and poured at low tide. The applicant also states that the ramp is to be used during mid to high
tide due to the lack of water at low tide.

The applicant is also proposing a boat launching assist pier to be located on the eastern side of the
proposed boat ramp (see Sheets 9 & 10 of 18). As proposed the pier would measure approximately 4.5'
in width by 80' in length with a handrail on the eastern side of the pier and would be elevated a
minimum of above coastal wetlands.
The applicant is also proposing to construct a second crabbing dock and gazebo which would be located
on the western side of the proposed boat ramp (see Sheets 9 & 11 of 18). As proposed, the pier would
measure approximately 6' in width by 138.5' in length and elevated a minimum of 3' above coastal
wetlands. At the terminal end of the proposed pier would be a fixed, covered "L-head" measuring
approximately 15' in width by 20' in length. There are no slips associated with this structure. The water
depth at the end of the proposed pier is approximately -3' @ NLW.
The applicant received a Low Density Development Stormwater Permit # SW8 060111 on February 2,
2006 and received a Modification on July 30, 2008 for the campground. Each campsite is limited to a
maximum of 397 sq. ft. of built upon area. The overall built upon area shall not exceed 25% of the
overall tract. The applicant received a Sedimentation and Erosion Control Plan No. Bruns-2006-211,
which was issued on February 14, 2006. The applicant states that a wastewater treatment plan is
concurrently being pursued and will be forwarded upon receipt.
10. ANTICIPATED IMPACTS
The proposed boat ramp would fill approximately 1180 sq. ft. of Shallow Bottom and approximately 384
sq. ft. of coastal wetlands. The proposed approach would disturb approximately 1500 sq. ft. of
highground (above NHW) located within the AEC. The boat launch assist pier would incorporate
approximately 270 sq. ft. of Estuarine Waters and Pubic Trust Area and the shading of approximately
112 sq. ft. of coastal wetlands. The crabbing dock and gazebo would incorporate approximately 1014 sq.
ft. of Estuarine Waters and Pubic Trust Area and the shading of approximately 180 sq. ft. of Coastal
Wetlands. The proposed crabbing dock and gazebo would extend approximately 93 feet into the
waterbody, which measures approximately 530 feet across. This distance would conform with the 1/4
width rule and the adjacent pier head alignment and would not encroach into the U.S. Army Corps of
Engineers 80-foot setback from the AIWW (see Sheet 7 of 18). The proposed structures would not
encroach into the 15' riparian corridor setback. The entire project would result in approximately 103,731
sq. ft. (2.38 acres) of high ground disturbance. Minor increases in turbidity can be expected during
construction.

I have no objections to the proposed project. Any permit issued should include the following conditions:
1. This permit authorizes only the docks, piers, and other structures and uses located in or over the water that
are expressly and specifically set forth in the permit application. No other structures, whether floating or
stationary, may become a permanent part of the structure without permit modification. No non-water
dependent uses of structures may be conducted on, in, or over public trust waters without permit
modification.
2. No attempt will be made by the permittee to prevent the full and free use by the public of all navigable
waters at or adjacent to the authorized work.
3. The authorized structure and associated activity must not cause an unacceptable interference with navigation
and shall not exceed the established pier line and 1/4 width of the waterbody.
4 The permittee must install and maintain, at his expense, any signal lights and signals prescribed by the U.S.
Coast Guard, through regulations or otherwise, on authorized facilities.
5. In order to protect water quality, runoff from the construction must not visibly increase the amount of
suspended sediments in adjacent waters.
6. This permit does not authorize the interference with any existing or proposed Federal project, and, the
permittee will not be entitled to compensation for damage to the authorized structure or work, or injury
which may be caused from existing or future operations undertaken by the United States in the public
interest.
7. The permittee will maintain the authorized work in good condition and in conformance with the terms and
conditions of this permit. The permittee is not relieved of this requirement if he abandons the project
without having the permit transferred to a third-party.
8. Any portion of the permitted access pier and docking facilities built over coastal wetlands must not exceed
six feet in width and must be elevated a minimum of three feet over the wetland substrate as measured from
the bottom of the decking.
9. No vegetated coastal wetlands/marsh grass will be excavated or filled except for the areas shown as
impacted on the plans.
10. Appropriate sedimentation and erosion control devices, measures or structures must be implemented to
ensure that eroded materials do not enter adjacent wetlands, watercourses and property (e.g. silt fence,
diversion swales or berms, sand fence, etc.).
NOTE: The building code or flood damage prevention ordinance may impose additional more restrictive
requirements than the Division's standards for development in areas of environmental concern (.aAECs).
NOTE: It is strongly recommended that the permittee exercise all available precautions in the day-to-day
operation of the facility to prevent facility waste from entering the adjacent waters. Such discharge,
either directly or indirectly, to adjacent waters could contravene state water quality standards, thereby
violating state law.
NOTE: This permit does not eliminate the need to obtain any additional state, federal or local permits,
approvals or authorizations that may be required.
NOTE: Future development of the permittee's property may require a modification of this permit. Contact a
representative of the Division at (910) 796-7215 prior to the commencement of any such activity for
this determination. The permittee is further advised that many non-water dependent activities are not
authorized within 30 feet of the normal high water level.
Project Narrative
CAMA Major Permit
Construction of Boat Ramp, Piers, Gazebo and Campground
Atlantic Ocean Waterfront Resort, Brunswick County
Coast to Coast Real Estate and Development Inc., requests a CAMA Major permit for
construction of a (1)20' x 80' community boat ramp (2) paved or crushed stone covered
turn-around, (3) 4.5' x 80' boat launching assist pier, (4) 6' wide by 138.5' long wood
plank pier with 15'x20'gazebo/crabbing dock at the end (5) 15 graded campsites and (6)
installation of water to individual campsites. The planned construction area is located off
Bricklanding Road in Brunswick County, adjacent to the Atlantic Intracoastal Waterway,
and totals approximately 2.38-acres in size. The property is located within the planning
jurisdiction of Brunswick County, and the CAMA Land Use Plan is transitional. Waters
of The AIWW at this location have been classified SA by the NC Environmental
Management Commission and are presently open to shellfishing. A Stormwater Permit
(No. SW8 060111 MOD) has been granted as of 30 July 2008 and an erosion and
sedimentation control plan (Project ID; Bruns-2006-211) was approved on 14 February
2006. A wastewater treatment plan will be pursued concurrently with the submittal of
this application and will be forwarded as soon as it is approved by Brunswick County.
Historically the area of the proposed ramp has been used as an unimproved boat launch
ramp with users placing carpets and other items on the sand for traction. Over the course
of time and the removal of much of these carpets by the applicant, coastal wetlands have
volunteered in the area proposed for the boat ramp. Coastal wetland impacts resulting
from the placement of the boat ramp are estimated to be approximately 384 square feet
and are considered not to represent a significant impact. The two wooden plank piers
would be elevated a minimum of three feet above the marsh substrate.
The ramp and gazebo will be for the private use of the campground tenants and limited to
boats less than 20 feet, canoes and kayaks. The ramp will be for use only during mid to
high tide due to the distance of the end of ramp to normal low water. Proposed work
within the coastal shoreline AEC is limited to the ramp, limited grading, and portions of
the paved turnaround area and wooden access to crabbing pier. No wetlands currently
exist on the upland portions of the property.
