Gibbons - 307 Summer Rest Road Page Two 9. PROJECT DESCRIPTION: The project site is located 307 Summer Rest Rd., adjacent the AIWW, near Wrightsville Beach, New Hanover County. To get to the site from Wilmington take US Hwy 74/76 toward Wrightsville Beach. Turn left on Summer Rest Rd., just before crossing the drawbridge. The property is on the left but extends across Summer Rest Rd. to the AIWW on the east. The property is adjacent to residential properties on the north and south sides. The current elevation of the property is approximately 6' above normal low water (NLW). The property is approximately 27,040 ft.2 in size. There is a residential structure on the property. The highground vegetation on the property consists mainly of lawn grasses and ornamental plants. Coastal wetlands on site consist of smooth cord grass (Spartina alterniflora). The properly has approximately 110 linear feet of shoreline that has been stabilized with a bulkhead. There is an existing deck measuring approximately 12' in width and 12' in length that accesses a pier 6' in width and 110' long terminating in a T-head measuring 9' x 12' with a ramp down to an existing floating dock measuring 6' x 20', approximately. The existing docking facility is designed to moor 1 vessel. The New Hanover County Land Use Plan classifies the area of this project as Conservation. The waters of the project site are classified as SB:# by the NC Division of Water Quality. The NC Division of Marine Fisheries has NOT designated this area as a Primary Nursery Area, and the waters adjacent to the proposed project are closed to the harvesting of shellfish. PROPOSED PROJECT: The applicant is proposing to remove the existing gangway and floating dock; extend the 6' wide access pier 224 feet; terminate pier in a 14' x 14' gazebo; install gangway down to a 6' x 40' floating dock; and add two (2) 14' x 14' boatlifts to accommodate 4 vessels. 10. ANTICIPATED IMPACTS The proposed pier extension and additional structures will incorporate 1662 ft.2 of open water and shade 510 ft.' of coastal wetlands. Dredging will impact 1750 ft.2 of shallow bottom. The resulting structure will extend approximately 160 ft. into a waterbody whose width is approximately 700 ft. Increases in turbidity should be expected during construction.
