Sue/Ian,
Here is additional information I found in the file that we sent to Andy Williams. It may shed some light on what
the applicant proposes to do (i.e. 36' structure over 4' stream). The Corps wanted information regarding the City
of High Point's acceptance of the structure as well as their acknowledgement of maintenance. The City of High
Point has approved the structure plans attached. I have approved hard copies in our files.

I've reviewed the current permit modification and documents you submitted today. I have two things:
I would like to go out to site S-1 and confirm that the work has been done to reduce the impacts back to
81 feet. I can do that this Friday afternoon, late next Thurs. afternoon, or anytime next Friday.
Shouldn't take long to look at that one site real quick.
I know that you are proposing the same bottomless structure that was approved by DWQ in 2005;
however new applications, including modifications, require our most current rules, policies and
procedures to be met. So we're going to require that geotechnical investigations be done in accordance
with our public notice dated August 27, 2007 (you can find it on this website:
http://h2o.enr.state.nc.us/ncwetlands/rd pub not html)
I'll draft a letter stating this, but I'd like to wait until after I've seen site S-1 in case anything comes up
that I would want to add to the letter.
I know Bob mentioned a meeting regarding the bottomless culvert, and we'd be happy to coordinate
that, however I'd like for it to involve Ian McMillan since he worked on the development of our
policy. I can come to Raleigh.

The attached information will likely be helpful to your review of the PCN submittal. Hopefully it won't make things
more confusing. I've sent the attached information to Andy Williams today for his approval/comments.
In essence S&EC has prepared a stream repair/bank stabilization plan for Impact S-1. You may recall at our site
meeting that the first road crossing we met on (S-1) resulted in 88 If of stream impact as opposed to the
approved 74 If. Additionally, impact S-2 was redesigned prior to construction and resulted in 67 If of stream
impact as compared to 75 If in the initial 401 approval. As such mitigable stream impacts for the project totaled
155 If. In an effort to avoid compensatory mitigation S&EC discussed repair/stabilization measures with Andy.
He was agreeable to produce a modified NW permit without the stream mitigation condition provided the plan
(primarily to remove the excess riprap from the streambed) was performed and pictures provided. The work has
been done with the exception of live staking of banks (waiting for best planting time) which will be done within a
month.
If you require hardcopies of the information please let me know. I do apologize for the quality of the pics
however, the file size of the digital copies are huge.

Dear Mr. Williams:
This letter is in reference to the recent pre-construction notification submitted by S&EC for the Piedmont Crossing
project in High Point, NC. As you are aware, the plans for proposed culvert impact (S-3) have been changed back to
an arch span. The proposed span will be a 36' x 10' Con-Span Bridge System (see attached plans). Piles will be
driven down to bedrock, and a pile cap will be installed on the piles for the bridge foundation.
The City of High Point has approved the 36' x 10' Con-Span Bridge System. During construction/installation of the
crossing, necessary inspections will be made such that an engineering certification can be provided indicating that the
bridge was installed in conformance with the plans provided by Contech Bridge Solutions, Inc. The duration of
construction for the bridge shall be approximately 3 to 4 weeks without consideration of unfavorable weather
conditions. Once construction is complete and the bridge has been certified, the City of High Point understands that it
will accept the Public Right-of-Way, which includes the bridge, for ownership and maintenance.
