SUBJECT SR1474, Lodge Road, Unnamed Tributary Laurel Branch (Class C-Trout), Alleghany

North Carolina Department of Transportation (NCDOT) proposes to upgrade and existing stream
crossing Biologists with the North Carolina Wildlife Resources Commission are familiar with habitat
values in the area These comments are provided in accordance with the provisions of the Fish and
Wildlife Coordination Act (48 Stat 401, as amended, 16 U S C 661-667d) and the North Carolina
Environmental Policy Act (G S 113A-1 through 113A-10, NCAC 25)
The NCDOT proposes to impact twenty (20) linear feet of perennial stream excluding additional riprap
A temporary dewatering process (silt bag) is indicated for the project to allow the project to be done in the
dry to minimize sedimentation and turbidity The Bog turtle, Glyptemys muhlenbergu (NCT, FT S/A) is
known west of the project area Brown and Brook trout are known for this general area
Based on our review of the submittal and our knowledge of area habitats, we will not object to the project
providing the culvert is placed deep enough to provide aquatic life passage If the work can be separated
from stream water and sufficient erosion control measures will be used, we will waive the trout
moratorium of October 15 through April 15 NCDOT Environmental Officers should advise workers
about how to avoid sedimentation, about identifying Bog turtles, and the turtle's potential for this area
